POSITION OVERVIEW

The Senior IT Project / Delivery Manager prepares and manages the project management documentation supporting operations, modification, maintenance, and sustainment of NAVSUP Secure Computing Architecture (SCA) systems in support of the Department of the Navy. This role is responsible for establishing and managing technical and schedule baselines; delivering Concepts of Operations, charters, and technical documentation; coordinating meetings and working groups against defined agenda and reporting turnaround standards; and designing, administering, and governing SharePoint Online sites including page customization and Power Automate workflow development. Work is performed remotely from within the United States. This position requires an active Top Secret clearance.


DUTIES AND RESPONSIBILITIES

  • Deliver documentation establishing and managing technical and schedule baselines
  • Deliver associated project documentation, including Concepts of Operations (CONOPs) and charters
  • Coordinate meetings and work groups, delivering agendas and materials 24 hours prior to each event and a summary event report including minutes and action items within 48 hours of meeting conclusion
  • Write, edit, and deliver technical documentation, including service guides and process manuals
  • Design and administer SharePoint Online sites
  • Customize SharePoint pages using UI/UX principles, HTML, and CSS
  • Build and manage automated workflows using Microsoft Power Automate
  • Execute training and troubleshooting support for SharePoint users
  • Establish and enforce content governance policies and permissions
  • Collaborate cross-functionally to verify content accuracy prior to publication
  • Prepare and deliver the Monthly Status Report to the Technical Assistant and Contracting Officer's Representative within seven days of month end, documenting resources by name and position title, task status and accomplishments, percentage complete, estimated completion dates, issues and recommended solutions, changes to the Project Management Plan, overdue Government dependencies affecting schedule or performance, and an evaluation of staffing adequacy
  • Execute monthly knowledge transfer and mentoring to NAVSUP BSC Government personnel, and document each event in the Monthly Knowledge Transfer Log


QUALIFICATIONS

  • Active Secret clearance; active Top Secret clearance if the Government designates the position as requiring privileged access
  • No DoD 8570.01-M Information Assurance certification is required for this position
  • Experience with general project management principles and processes
  • Experience with project management tools including Microsoft Project, Azure DevOps, Microsoft Teams, and SharePoint
  • Experience with Agile project management principles, processes, and tools
  • Hands-on SharePoint Online administration experience, including site design, page customization using HTML and CSS, permissions and content governance, and workflow automation using Microsoft Power Automate
  • Technical writing experience producing service guides, process manuals, CONOPs, and charters
  • Demonstrated ability to meet firm deliverable turnaround standards and to produce recurring status reporting for a Government customer
  • Ability to work remotely from a U.S. location and to complete DoD onboarding, security, and mandatory annual training requirements on schedule
  • Preferred: prior NAVSUP or Department of the Navy program support experience; PMP certification
