The Leidos Digital Modernization Sector has an opening for an experienced Sr. Program Manager (PM) to oversee modernization of services for the Department of State. The Program Manager will serve as the primary interface between the contractor and the government for all required project status information, tasking, risk management, coordination, staffing, scheduling and problem resolution. This position requires an active Top-Secret Clearance.
The PM will be accountable for the overall success and execution of the contract—providing leadership, direction, and management across all program functions. This includes ensuring delivery excellence through technical, operational, and financial dimensions while fostering innovation and long-term customer satisfaction.
Key Responsibilities:
Strategic Leadership & Program Management
Lead a multi-disciplinary team of technical professionals providing application support for mission-critical services systems.
Direct program execution using SAFe Agile methodologies and product management principles to ensure seamless delivery across complex, cross-contract environments.
Brief senior executive stakeholders, including the CIO Office, Chief Engineer, and Leadership, on strategic roadmaps, SLA performance, risk mitigation, and resource optimization.
Cloud Migration & DevSecOps Transformation
Oversee large-scale cloud modernization, including the migration of federal agencies to Azure GovCloud and the implementation of CI/CD pipelines and DevSecOps practices.
Drive operational efficiency by leveraging automation and automated reporting to reduce infrastructure costs and enhance system reliability.
Implement Zero Trust architecture and ensure full compliance with Data-at-Rest (DAR) and ATO requirements, utilizing tools like SonarQube for vulnerability remediation.
Modernization & Emerging Technology
Architect the AI modernization roadmap, spearheading Generative AI Proof of Concepts (POCs) and enterprise-wide GitHub Copilot training to accelerate delivery of White House mandates.
Manage the deployment of high-profile citizen services.
Execute enterprise-wide technical mandates.
Operations & Business Growth
Ensure 24/7 mission-critical continuity by directing Operations & Maintenance (O&M) teams to achieve zero downtime using Jira, Confluence, Remedy, and advanced monitoring dashboards.
Identify and capture "white space" opportunities.
Required Qualifications:
Top-Secret Clearance.
Bachelor of Science in Engineering (or a related technical field from an accredited institution) and 12+ years experience.
Agile & Program Management
Project Management Professional (PMP) or equivalent methodology training.
SAFe Agilist or similar Scaled Agile Framework certification.
ITIL v4 / ITSM
Cloud, AI, & Data Analytics
Cloud Architecture: Proven proficiency in Azure GovCloud and AWS GovCloud environments.
Data Intelligence: Technical training in Palantir Foundry and Databricks Generative AI.
Emerging Tech: Specialized coursework in Generative AI, Prompt Engineering, and DevSecOps Integration.
CISA or equivalent security auditing credentials.
Palo Alto Networks Cybersecurity Certification.
Desired Qualifications:
Prior experience supporting programs for the U.S. Department of State. Â

Pay Range:
Pay Range $154,050.00 - $278,475.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
