SUMMARY:

GRTC is seeking an HRIS Analyst to serve as the functional bridge between Human Resources business operations and Oracle Fusion Cloud Human Capital Management (Oracle Cloud HCM). The role will support the Oracle implementation program and become the primary HR functional systems resource for post-go-live operations, optimization, continuous improvement, reporting, data quality, and user support.

The ideal candidate understands core HR processes and can translate policy, operational requirements, and employee lifecycle needs into Oracle Cloud HCM solutions and business processes. This position will be closely partnered with HR, Payroll, IT, Performance/Program Governance, Finance, external vendors, and the Oracle implementation partner to design solutions, test functionality, support adoption, and maintain a secure and reliable HR technology environment



ESSENTIAL DUTIES AND RESPONSIBILITIES:

 Oracle Implementation and Functional Design

 

  • Serve as the HR functional analyst and primary HR functional resource. for the Oracle Cloud HCM implementation, with primary focus on Global Human Resources and supporting workforce processes. 
  • Lead or support requirements gathering, fit-to-standard workshops, process mapping, gap analysis, configuration workbooks, solution validation, and functional design decisions.
  • Translate HR policies and operating procedures into Oracle Cloud HCM configurations and business structures, workforce structures, reference data, eligibility profiles, approval rules, transaction flows, and role-based access requirements.
  • Partner with the system integrator and internal stakeholders to evaluate delivered Oracle functionality, minimize unnecessary customization, and document approved design decisions.
  • Support conference room pilots, system integration testing, regression testing, user acceptance testing, cutover readiness, deployment, hyper care, and transition to steady-state support.
  • Maintain requirements traceability, configuration documentation, test scripts, defects, decisions, risks, and operating procedures in accordance with program governance standards.


Oracle Cloud HCM Administration and Continuous Improvement

 

  • Configure, maintain, and optimize the Oracle Cloud HCM functional setup within assigned areas, in accordance with established security and change-control protocols following approved design standards.
  • Support Oracle Global Human Resources processes, including workforce structures, personnel and employment records, assignments, jobs, positions, grades, departments, locations, action reasons, and responsive employment transactions.
  • Support relevant modules and capabilities such as Global HR, Benefits, Workforce Compensation, Recruiting, Talent Management, Document Records, Journeys, Absence Management and Time and Labor and Payroll Interfaces based on GRTC’s implementation scope.
  • Configure and maintain eligibility profiles, life events, enrollment requirements, benefit programs, plans, options, rates, coverage, default enrollments, certifications, and open-enrollment activities upon Benefits implementation and in partnership with HR Benefits staff.
  • Support and maintain HCM approval rules, routing, notifications, escalation requirements, and transaction controls using the delivered Oracle approval management capabilities and BPM Worklist, where applicable.
  • Assess Oracle quarterly updates, review readiness materials, perform impact analysis and regression testing, recommend feature adoption, and coordinate controlled promotion of changes.
  • Identify opportunities to simplify HR processes, improve employee and manager self-service, automate manual work, strengthen controls, and increase adoption of delivered Oracle functionality.
  • Support HR data quality by monitoring employee master data, organizational structures, and configuration data to ensure accuracy, consistency, and compliance with HR policies.

Reporting, Data Management, and Security

 

  • Develop and maintain operational reports, analyses, and dashboards using Oracle Transactional Business Intelligence (OTBI), BI Publisher, HCM Extracts Oracle reporting tools, and delivered analytics as appropriate.
  • Support data conversion and ongoing mass-data maintenance using HCM Data Loader (HDL), HCM Spreadsheet Data Loader (HSDL), and approved file-based processes.
  • Partner with IT, the System Integrator, and third-party vendors to define, test, validate, and troubleshoot interfaces between Oracle Cloud HCM and external systems.
  • Perform data validation, reconciliation, root-cause analysis, and correction of HR master-data issues; establish repeatable data-quality controls and audit procedures.
  • Support user security, role assignments, access reviews, and periodic validation of user access in partnership with HR and IT.
  • Protect confidential employee data and support compliance with organizational policies, records-retention requirements, audit requests, and applicable employment and privacy requirements.


Operational Support, Training, and Stakeholder Partnership

 

  • Act as the primary liaison between HR process owners, Payroll, IT, Finance, Performance/Program Governance, implementation partners, and third-party vendors for HR technology matters.
  • Provide Tier 2 functional support, triage production issues, document root causes, coordinate technical support and vendor escalation., and verify sustainable resolution.
  • Develop job aids, standard operating procedures, knowledge articles, release communications, and role-based training for HR, managers and employees 
  • Facilitate stakeholder meetings, communicate system impacts in clear business language, and support organizational change management and adoption activities.
  • Maintain a prioritized enhancement backlog and support intake, analysis, testing, approval, release, and post-deployment review of HRIS changes.
  • Monitor HR system performance, identify recurring issues and enhancement opportunities, and recommend improvements that increase operational efficiency and user adoption.

 QUALIFICATIONS:

Education / Experience / Certifications:

 

  • Bachelor’s degree in human resources, Information Systems, Business Administration, Computer Information Systems, or a related field; equivalent relevant experience may be considered.
  • Three or more years of HRIS, HR technology, HR operations, business analysis, or enterprise applications support experience.
  • Hands-on functional experience with Oracle Fusion Cloud HCM, or substantial experience implementing and supporting a comparable cloud HCM platform with demonstrated ability to learn Oracle Cloud HCM.
  • Working knowledge of employee lifecycle processes, HR data structures, organizational structures, security user security and role-based access, workflow, testing, reporting, and data-quality practices.
  • Experience gathering business requirements, documenting processes, developing test scenarios, executing UAT, and supporting production issue resolution.
  • Strong analytical, problem-solving, documentation, communication, facilitation, and stakeholder-management skills.
  • Ability to handle confidential information, manage multiple priorities, work independently, and collaborate effectively across HR, technical, and project teams.
  • Experience participating in an ERP or HCM implementation, upgrade, or major business systems transformation is preferred.


Knowledge / Skills / Abilities:

 

  • Experience supporting Oracle Fusion Cloud HCM implementation, major optimization, or post-go-live stabilization effort.
  • Functional experience in two or more Oracle HCM areas, such as Global HR, Benefits, Workforce Compensation, Recruiting, Talent Management, Document Records, Journeys, and Absence Management. Time & Labor and Payroll interfaces experience is a plus.
  • Experience with Oracle reporting tools (OTBI, BI Publisher), HDL/HSDL, and working knowledge of Oracle Integration Cloud and Oracle security concepts is preferred.
  • Experience supporting benefits open enrollment, HR system integrations, workforce reporting, data conversion, or quarterly release management.
  • Oracle Cloud HCM certification (preferred), Certified Business Analysis Professional (CBAP) or PMI-PBA (preferred)
  • Experience working in public-sector, transit, transportation, or other highly regulated and operationally complex environments.
  • Experience supporting organizational change management, user training, and business process improvement initiatives related to HR technology.
  • Experience working within Agile, hybrid, or structured project and change-management methodologies
