Role description:

Arcadis is seeking a TSMO Project Manager to join the Mobility Team. As a TSMO Project Manager and Engineer you will work on delivering data-driven and technology-focused transportation programs, emphasizing stakeholder engagement, customer success, and high-quality outcomes. You will support traffic signal systems, ITS, broadband, and digital infrastructure initiatives, providing project leadership, technical expertise, and hands-on troubleshooting for complex deployments. The role also includes ensuring technical and financial rigor through QA/QC, project scoping, and SOP development, while leading tasks, managing schedules and budgets, and collaborating across multidisciplinary teams to drive continuous improvement in transportation technology and operations.

This role will sit within the larger Global Mobility Business Area. We partner with our clients across the globe to design thriving and connected cities and communities that enable opportunity for all and keep the world moving. Climate change, urbanization and digitization trends are requiring today’s mobility projects and systems to address an evolving set of demands from the world’s growing population. We design connected, sustainable solutions that integrate existing infrastructure with new technologies, and optimize the mobility of people and goods.

Role accountabilities:

As a TSMO Project Manager and Engineer your role accountabilities will include serving as a delivery leader for data-driven programs with a strong emphasis on stakeholder engagement, adoption, and long-term customer success. You will provide program-level leadership and support across traffic signal systems, intelligent transportation systems (ITS), broadband, and broader digital infrastructure initiatives, applying effective communication, coordination, and project leadership practices. This role also includes leading and supporting ad‑hoc troubleshooting for complex technology deployments across varied operating environments, ensuring continuity of operations and timely resolution of issues.

You will be responsible for ensuring technical and financial rigor throughout the project lifecycle by providing QA/QC oversight for data integration services and technology deliverables. This includes supporting project scoping, financial reviews, and quality control for advisory-focused mobility, technology, and data governance initiatives. You will apply both technical and financial expertise to validate scopes, budgets, assumptions, and deliverables across multidisciplinary programs, while developing, documenting, and maintaining standard operating procedures (SOPs for traffic operations), signal operations, and ITS programs to support consistency and repeatability.

In this role, you will act as a task lead and project manager for select initiatives, overseeing schedules, budgets, team coordination, and issue resolution while ensuring high-quality outputs. You will provide subject-matter expertise in traffic signal systems and ITS design, deployment, and operations, and collaborate closely with technical, operational, and management teams to align delivery with organizational objectives. You will support continuous improvement by identifying gaps in delivery practices, strengthening quality control and documentation processes, and serving as a trusted technical and delivery resource for multidisciplinary transportation technology and operations teams.

Qualifications & Experience:

  • 10+ years of relevant work experience preferred
  • Bachelor's degree in civil engineering or similar field preferred
  • Must possess a U.S. Driver’s License
  • Experience in operational and/or safety analysis
