JT4, LLC provides engineering and technical support to multiple western test ranges for the U.S. Air Force, Space Force, and Navy under the Joint Range Technical Services Contract, better known as J-Tech II. JT4 develops and maintains realistic, integrated test and training environments and prepares our nation's war-fighting aircraft, weapons systems, and aircrews for today's missions and tomorrow's global challenges.

JOB DUTIES - ESSENTIAL FUNCTIONS

A Branch Supervisor II directs and administers the programs to accomplish the functional task and overall development within a technical or administrative section and is responsible for the organization, tasking, prioritization, and supervision of all personnel within the section.

Supervisor will be responsible for performing the following functions/duties:

  • Establish technical and procedural guidelines to meet the needs of the work unit/section in accordance with company and customer requirements
  • Supervises the performance of work performed by employees assigned to the team(s)
  • Sets employee work schedules and accounts for time worked by employees
  • Explains or interprets company policy to subordinates
  • Evaluates and documents employee performance and makes recommendations on wage actions, promotions, employee retention efforts
  • Interviews candidates and makes related hiring recommendations when team vacancies occur
  • Contributes to the development of operations/expense budgets for the group and controls costs and resources accordingly
  • Coordinates staff meetings including all team(s) to disseminate information from management, updated policies, and to conduct safety and security training
  • Attends customer meetings to ensure quality requirements are gathered and to facilitate customer acceptance of deliverables
  • Meets regularly with stakeholders, as required, to ensure customer leadership vision is understood and to ensure timely reporting on project progress
  • Develops and delivers reporting to management and customers around project progress, notable achievements, and employee innovation
  • Ensures employees are trained on the tools required for their work, and regulations, policies and procedures that must be followed, and coordinates external training when required and/or approved by the customer
  • Assists technical staff with understanding customer requirements and ensures products delivered are intuitive, well-documented, and efficient
  • Actively seeks out opportunities to improve processes, realize more efficient methods, and recognizes employees who do the same
  • Assists customers and technical staff with product demonstrations and with presentations for innovations
  • Establishes policies and procedures for generating standard Risk Management Framework (RMF) artifacts and trains cybersecurity professionals on the completion of the same
  • Interfaces with new Program Managers (PMs) to assign cybersecurity professionals to assist them with obtaining and generating documentation for the RMF Authorization to Operate (ATO) process, ensuring adequate cost estimates are given to PMs and funding and deadlines are understood
  • Works with 412 TENG Director and ISSM to establish priorities for the cybersecurity team, ensuring the systems receiving ATO support match the priorities established,
  • Manages the backlog of additional system ATOs to be worked when awaiting response for the priority systems
  • Maintains purchasing policies and procedures relating to cybersecurity of JT4 purchased equipment and trains cybersecurity professionals and other section and branch supervisors on this
  • Performs other related supervisory tasks and duties as directed

RANGE POSITION DESCRIPTION

In this leadership role, the incumbent serves as the Branch Supervisor responsible for overseeing and directing multiple software, hardware, and cybersecurity development efforts across a diverse portfolio of technical projects. This position provides operational leadership, overseeing subordinate supervisors and serving as the primary strategic link to the Department Manager. The Branch Supervisor plans, organizes, and directs multiple concurrent development efforts, including oversight of schedules, technical performance, resource allocation, and budget execution, while directly interfacing with the customer to ensure compliance with schedule, budget, and task requirements.

DETAILED RESPONSIBILITIES

  • Supervise, lead, and mentor subordinate supervisors and personnel within the software, hardware, and cybersecurity development branch, ensuring effective execution of assigned tasks and supporting professional development of team members.
  • Oversee and manage multiple concurrent development projects across software, hardware, and cybersecurity domains, ensuring alignment with technical requirements, design specifications, and strategic delivery objectives.
  • Lead branch-level planning and execution of development efforts, collaborating with the Department Manager to track progress, priorities, resource allocation, and budget execution across all assigned work.
  • Provide high-level technical oversight across software and hardware development activities, including design, coding, prototyping, integration, testing, deployment, and production readiness.
  • Ensure development teams follow established software development lifecycle (SDLC), hardware development lifecycle (HDLC), and cybersecurity development standards and practices.
  • Directly interface with the customer and coordinate across multiple subordinate supervisors, engineers, and stakeholders to ensure effective communication, integration, and alignment of development objectives with customer requirements.
  • Monitor project and development performance, tracking budget and schedule compliance, identifying risks, technical gaps, and resource constraints, and implementing corrective actions as needed.
  • Promote disciplined engineering practices and continuous improvement in processes, tools, and methodologies to enhance quality, efficiency, and delivery outcomes.
  • Provide mentorship, coaching, and performance feedback to develop technical capability within the workforce and build future technical leaders.
  • The designated individual will provide key operational and technical leadership across software, hardware, and cybersecurity development efforts, managing multiple concurrent projects and guiding engineering teams and subordinate supervisors toward successful execution and delivery.
  • The incumbent will ensure disciplined engineering practices, coordinated development activities, and consistent achievement of technical, budget, schedule, and security objectives while interfacing directly with the customer and reporting to the Department Manager.

This role drives accountability, quality, innovation, and cybersecurity rigor across development efforts and plays a critical role in advancing organizational capability and supporting mission and customer-driven objectives.

REQUIREMENTS - EDUCATION, TECHNICAL, AND WORK EXPERIENCE

A bachelor’s degree or a combination of equivalent formal academic, military, or technical training and related experience, or 12 years of experience in a related field and four years of experience in a supervisory/lead role are required for this position.

In addition, a Branch Supervisor II must possess the following qualifications:

  • In-depth working knowledge of related career fields such as technical trades or scientific and engineering professions
  • In-depth knowledge of the principles of advanced management obtained through formal or self-study
  • Understanding of the operational philosophy and business nature of the company
  • Familiarity with computer-based management tools
  • Excellent verbal and written communication skills
  • Excellent planning/organizational skills
  • Must possess a valid, state issued driver’s license
  • Must be able to obtain and maintain security clearance
  • Must be a U.S. citizen

SALARY

The expected salary range for this position is $135,000 to $160,000 annually.

WORKING CONDITIONS

Work is primarily sedentary in an office in a Base Operations environment. Some walking, stooping, bending, climbing stairs, stretching, and lifting (up to 25 pounds) is required.

Travel to remote company work locations may be required.
