Job DetailsJob Location: Rock Hill, SC 29730Position Type: Full TimeSalary Range: $20.00 - $23.00 HourlyPosition Summary: The Citizen Services Coordinator assists the Catawba Nation’s Citizens Services Division by supporting Catawba Citizens through education, career development, citizen benefits, enrollment services and cultural services. This role contributes to the success of programs including scholarships, workforce development, business support, distribution of benefits, cultural programs, and enrollment by helping individuals build pathways toward long-term personal and economic growth within the community. This position reports to the Citizen Empowerment Manager and is subject to the CIN Personnel Policies and Procedures Manual.     Essential Functions An individual in this role must be able to perform the following functions with or without reasonable accommodation: Assist the Citizen Empowerment Department with the following tasks: Workforce Development and other partner programs Operations and record-keeping Assist with providing career coaching and workforce development support to individuals through resume writing, job search assistance, and mock interview preparation Conducting check-ins, monitoring progress and providing additional assistance to Tribal entrepreneurs Research grants, gather materials, and complete forms necessary for grant applications Assist with responses to questions and inquiries Maintain department files as set forth by the Bureau of Indian Affairs (BIA) Recommend changes in departmental procedures to facilitate workflow based on knowledge of department and experience Identify scholarship opportunities and programs for tribal students Assist with administering scholarship awards, including issuing award letters, check requests, and tracking scholarship disbursements Advise tribal students in the development of competitive applications, essays, resumes, interview techniques, and other relevant skillsets   Assist the Citizen Benefits Department with the following tasks: Provide information, guidance, and documentation on benefits, policies, procedures, and eligibility Maintain records, organize change forms, and support tasks within the benefits portal Deliver quality customer service and assist in resolving citizen concerns or administrative matters   Assist the Enrollment Department with the following tasks: Provide information on enrollment requirements, policies and procedures Process enrollment packets, track incomplete applications, and maintain the appeal book Scan documents, update databases, and maintain protected files Assist the Cultural Services Department with the following tasks: Receiving public programming requests and scheduling Preparing for various events and scheduled Cultural Classes Interact with Cultural Center visitors and provide a welcoming and educational experience   General tasks: Independently handle special events which may require some evening and/or weekend hours Collaborate with Tribal Government Departments and participate in trainings, workshops, and meetings as assigned Perform other duties as assigned     Why join our team Opportunity to serve and make a lasting impact in a close-knit tribal community Generous paid time off allowance Supportive work environment with a focus on work-life balance Access to traditional cultural events and community gatherings     This position description is not an exhaustive listing of the expectations associated with the role and additional tasks may be assigned as needed by management. Catawba Indian Nation reserves the right to amend this job description.   Catawba Indian Nation exercises INDIAN PREFERENCE:   Tribal Government Positions Native American (Indian) preference applies to this position pursuant to the Indian Self-Determination and Education Assistance Act, 25 U.S.C. § 5301 et seq.; the Indian Reorganization Act, 25 U.S.C. § 5116; and other applicable federal and tribal laws, consistent with the sovereign authority of the Catawba Indian Nation.   Gaming Commission Positions Native American (Indian) preference applies to this position pursuant to the Indian Gaming Regulatory Act, 25 U.S.C. § 2701 et seq.; applicable regulations of the National Indian Gaming Commission at 25 CFR Chapter III; the Indian Reorganization Act, 25 U.S.C. § 5116; and other applicable federal and tribal laws, consistent with the sovereign authority of the Catawba Indian Nation.   Background checks and drug screening are requirements for employment.  QualificationsQualifications   Experience: Experience related to workforce development, scholarships, benefits administration, enrollment, or general office relations preferred Experience related to entrepreneurship development preferred Experience working with diverse populations, including Native American communities preferred Grant writing experience preferred, but not required   Education: High School Diploma Required or GED required Associate’s degree in business or related field preferred but not required   Licenses & Certifications: Valid driver’s license, clean driving record and able to be insurable under the Tribe’s insurance policy     Knowledge, Skills, and Abilities Demonstrates integrity and maintains strict confidentiality of program participants and partners Strong verbal and written communication skills with a professional, patient, and customer-focused approach Ability to convey complex and sensitive information on behalf of the Citizen Services Division Ability to ensure department materials contain accurate punctuation, grammar, spelling, and syntax Ability to establish and maintain effective working relationships with colleagues, tribal programs, government agencies, community partners, and the public Strong organizational, problem-solving, and analytical skills with the ability to work independently and manage tasks effectively Proficiency in Microsoft Office and standard office software Working knowledge of applicable laws, policies, and regulations, as well as basic marketing and communication principles in a tribal government environment Flexible and adaptable, with willingness to support a variety of departmental needs Ability and willingness to travel for training and other events if required Ability to work in an electronic/paperless environment Strong attention to detail   Work Environment & Physical Demands Primarily office-based with regular use of computers, phones, and standard office equipment Frequent interaction with tribal citizens, staff, and community partners (in person and virtual) Occasional evening or weekend hours for events or attend meetings for Executive Committee and/or General Council Prolonged sitting and frequent computer use Occasional standing, walking, and lifting of light materials (up to 10 lbs.)
