The Opportunity 

As the Senior Program Manager, you will serve as the overall leader for the Enterprise Application Development and Delivery Services (EADDS) program, ensuring strategic alignment with the DOJ IT Strategic Plan (2025-2027) and the Office of Justice Programs (OJP) digital modernization goals. This role drives program governance, client engagement, and delivery across multiple product families within a SAFe portfolio model, acting as the primary liaison with senior DOJ stakeholders. 

Core Responsibilities 

  • Program Leadership: Oversee the EADDS program, ensuring delivery excellence and alignment with DOJ and OJP strategic objectives. 
  • Governance & Portfolio Management: Lead program governance processes and manage delivery across multiple Agile Release Trains (ARTs) under the SAFe framework. 
  • Stakeholder Engagement: Serve as the primary point of contact for senior DOJ stakeholders, fostering trust and collaboration. 
  • Value Realization: Translate IT performance metrics into mission outcomes, ensuring measurable business value. 
  • Risk & Issue Management: Identify, assess, and mitigate program risks while maintaining compliance with federal standards. 
  • Cross-Team Coordination: Drive collaboration across product families, vendors, and internal teams to achieve program goals. 

What We Value

  • Experience: 
    • At least a bachelor’s degree and 12 years of experience or a master’s degree and 10 total years of experience.
    • 10+ years managing large-scale federal IT programs (budget > $50M), preferably within DOJ, DHS, or similar federal environments.
  • Technical & Methodology Expertise: 
    • Deep understanding of SAFe/Agile frameworks and proven experience leading portfolio-level delivery.
  • Leadership & Communication: 
    • Demonstrated success in stakeholder management and translating complex IT initiatives into mission-driven outcomes.
  • Clearance: 
    • Ability to obtain and maintain a DOJ Public Trust or higher clearance.

Preferred Qualifications

  • SAFe Program Consultant (SPC) or similar Agile certification.
  • PMP or PgMP certification.
  • Experience with DOJ systems and compliance requirements.

This position offers an anticipated annual base salary range of approximately $120,888 to $193,420 and may vary by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
