Job Description:

With Charleston being a coastal city, you will be an important part of improving ,our City’s infrastructure. From the historic Downtown to new developments, you and the rest of our team will share responsibility for improving existing drainage infrastructure and constructing new systems. Charleston is working on projects ranging from stormwater pump stations to resilient stormwater wetland floodplains.

Engineer Project Manager I - $91,777 - $100,000

Engineer Project Manager II - $103,249 - 115,000

Engineer Project Manager I

 Examples of Duties:

  • Investigate drainage issues to identify issues and develop potential solutions. 
  • Coordinate with City Field Operations Crews to support in-house construction efforts.
  • Manage Projects from the City Small Project Allocation Funding including survey, design, permitting, and construction contracts. This includes development of scopes, contract procurement and administration, management of project progress, outreach with stakeholders, and follow-up/documentation of projects. 
  • Prepare a wide variety of drainage plans, maps, presentations, and other illustrative materials.
  • Manage documentation in support of the Stormwater Management Program including maintaining databases and generating reports.
  • Research and review engineering drawings, plats, and as-built/record drawings.
  • Address potential conflicts with existing infrastructure and performing physical site assessments and specification requirements for public and private projects. 
  • Represent the City in coordination with State and other organizations for interagency coordination of stormwater projects and investigatory work.
  • Interact with the general public and contractors on drainage issues.
  • Attend meetings and public hearings.
  • Perform other duties as assigned.

 Basic Qualifications:

  • B.S. or higher from an ABET accredited college or university in Civil Engineering, Environmental Engineering, or related field.
  • At least 4 years of experience in civil, stormwater, or environmental engineering or an equivalent combination of education and experience.
  • Registered Professional Engineer in the State of South Carolina, or registered in another state with the ability to become certified with SC within 6 months of hire.

 Preferred Qualifications:

  • Professional experience with:
    • construction engineering
    • project management
    • hydrology and hydraulics for drainage
    • AutoCAD, ESRI GIS, ICPR, PondPack/Civil Storm, HEC-1, HYDRAFLOW, HydroCAD and/or SWWM software platforms

 Other Necessary Requirements:

  • In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
  • May require evenings, weekends, and holidays as scheduled.

Engineer Project Manager II

 Examples of Duties:
  • Oversees capital projects from land acquisition through completion of construction and development of life-cycle guidelines.

  • Leads implementation of projects after planning, including any or all of the following: preparation of total project budget; initiating review process (CPR, DRC, TRC, BAR, etc.); selection of design professionals; direction of design process through schematic design, design development and construction documents; bidding, negotiation and award of contract.

  • Manages the construction process of capital projects after implementation, including: mobilization coordination, utility coordination, contract administration throughout construction process, including approval of pay applications, issuing of change orders and/or directives, etc.; ensuring compliance with contract documents through final completion and close-out; and monitoring project through warranty period.

  • Makes decisions related to rights-of-way in plan review process of the Technical Review Committee (TRC). Works on master plans, corridor plans, and special planning/development projects with other City departments and/or the public. 

  • Assists with long-term maintenance issues related to projects managed. Represents the Department Director or Deputy Department Director at meetings.

  • Performs other duties as assigned

 Basic Qualifications:

  • Bachelor's Degree (B.S.) in Civil Engineering of a related field and 8 years of experience, or an equivalent combination of education and experience.

  • Valid driver's license.

  • Professional Engineering License from any state.

    • If hired with an out of state license, you must obtain a SC license within 6 months of hire.

  • Thorough knowledge of Microsoft Office.

 Preferred Qualifications:

  • Previous experience in all aspects of storm water management and hydraulics for drainage design, hydrology, site design, and paving.

  • Familiarity with CAD and other civil/site design software packages.
