This position requires a strong blend of leadership, communication, and organizational skills to ensure the successful implementation and continuous improvement of our programs. The Program Supervisor is responsible for ensuring and delivering mental health, substance abuse, and supportive services consistent with the principles of the Psychosocial Rehabilitation, Strengths-Based Models, and Multi-System Team (MST) to an adult population who struggle with mental illness and/or co-occurring disorder. Duties may include but are not limited to: keeps the Program Director informed of all operational and programmatic issues; Oversee all program administrative operations to ensure services, and activities are efficient and ethical; ensuring that program is in compliance with both Agency and Sacramento County standards of care; contributing to monthly/quarterly/annual reports and outcome reports according to Sacramento County contract guidelines. The Supervisor will be carrying a supporting caseload to include services such as: assessments, service plan development, case management, housing support, skills training, group facilitation, crisis intervention, and individual and/or group social rehabilitation and documenting all services. Services will be provided in office and/or in the field as appropriate to the client need. Essential Duties and Responsibilities: include the following. Other duties may be assigned.  Workflow Management: Optimize program workflows (referrals, intakes, discharges, and schedules), ensuring efficiency and effectiveness in service delivery while maintaining a client-centered approach. Provide support to staff, offering assistance with administrative tasks, team coordination, and ensuring a positive working environment. Program Coverage: Strategically deploy staff to ensure optimal coverage and responsiveness to client needs, adjusting schedules as necessary. Client Advocacy: Act as a point of contact for client concerns, facilitating resolution and maintaining a client-focused, welcoming environment. Monitor and ensuring follow through with problem resolution of client grievances. Team Leadership: Supervise and support program staff, providing guidance, mentorship, and performance feedback. Foster a positive and collaborative team culture, encouraging open communication and professional development. Quality Assurance & Management: Contribute to quality improvement initiatives, actively participating in program evaluations, and implementing enhancements to service delivery. Oversee the accurate and confidential management of client records, implementing quality assurance measures and ensuring compliance with privacy regulations. Stakeholder Engagement: Cultivate and maintain strong relationships with internal and external stakeholders, including clients, partners, and funders. Collaborate with relevant departments to ensure seamless integration and coordination of program activities. Actively participate in meetings and events pertaining to the agency, County, and other community organizations; Recruitment & Hiring Support: Collaborate with the HR department and play a key role in the interviewing process for program staff, assessing candidate qualifications and contributing to final hiring decisions. Facilitate the onboarding process for new program staff, ensuring a smooth integration into the team and organization. Training Initiatives and Staff Development: Lead training sessions and skill-building workshops for program staff, fostering continuous professional development and expertise. Develop and implement training programs for program staff to enhance their skills and knowledge. Performance Management: Implement performance management processes, including setting performance expectations, conducting regular evaluations, and providing constructive feedback to program staff. Work closely with HR and senior management to address employee performance or conduct issues through supportive coaching, development plans, or disciplinary actions when necessary. Ensure fair and consistent application of disciplinary actions, providing support and guidance to staff involved. Timecards Review and Approval: Oversee the review and approval of timecards for program staff to ensure accurate and timely processing. Collaborate with payroll and HR departments to address any discrepancies or issues related to timekeeping. Documentation: Per El Hogar and Sacramento County regulatory policies & procedures, maintain accurate and timely documentation of client assessments, progress notes, treatment plans, and other relevant records in compliance with regulatory and organizational requirements (e.g., progress notes, adverse incident reports, discharge summaries, Medi-Cal billing, EHR forms, HMIS). Maintain productivity expectation via billable documentation in the EHR system. Ethics and Confidentiality: Adhere to strict ethical standards and maintain client confidentiality in accordance with legal and professional guidelines. Ensure the protection and confidentiality of all Protected Health Information (PHI) by following all Agency policies and procedures. Supervisory Responsibilities: The Program Supervisor collaborates with the program management team to assign tasks and responsibilities to program staff, ensuring alignment with the organization's policies and procedures. They address communication challenges among staff and members through strategic interventions designed to enhance overall communication effectiveness. The Program Supervisor directly oversees a case management team, including but not limited to Service Coordinators, Resource Specialists, Care Coordinators, Peer Support Staff, and other program support roles. They also provide backup supervision for other management staff as needed. A key responsibility is ensuring direct staff meet monthly service delivery requirements by producing the required regulatory units of service, which include face-to-face or other eligible community-based client support. The Program Supervisor monitors the quality of services provided, offers backup coverage when necessary, and fulfills various operational duties. These include clinic opening and closing, on-call and after-hours crisis intervention, emergency coverage, and participation in or facilitation of meetings and trainings. Education and/or Experience: Minimum qualifications can be met in the following ways: • High school diploma or equivalent (Required) • Experience in program management including supervision of staff, with a minimum of 2 years in a supervisory position (Required) • Two years of direct service experience in the social field working with individuals who have mental health/co-occurring disorders. (Required). • Strong understanding of program development, implementation, and evaluation. • Knowledge of budget management and financial oversight. • Excellent communication skills, both written and verbal. • Analytical skills for data-driven decision-making. • Ability to adapt to changing priorities and deadlines. • Familiarity with industry best practices and regulations. • Commitment to diversity, equity, and inclusion within program and organizational contexts.
