Senior Lead Construction Compliance Biologist: Utility Infrastructure

Location: Northern California/Sacramento/Bay Area Applicants Preferred; Open to Remote Work Applicants

ICF is looking for a full-time senior biologist with demonstratable field leadership skills and a strong desire to provide senior field leadership for compliance construction monitoring of our energy/utility lines of work (approximately 10 to 15 years’ professional experience). This position provides an excellent growth opportunity to continue growing in a subject matter expert role with leadership opportunities focused on environmental compliance and permitting efforts for energy/utility projects. The ideal candidate will have extensive experience with utility (energy, broadband fiber, water infrastructure) and road projects and client management experience with technical expertise in biological strategies related to projects located on private, state and federal lands.

Key Responsibilities:

  • The ideal candidate will be a senior biologist with federal recovery permits and extensive special-status species knowledge, regulatory permitting, construction compliance monitoring, and mitigation implementation
  • The ideal candidate will be a senior biologist with a past portfolio of Pacific Gas and Electric, Caltrans, Southern California Edison, renewable energy, data centers, public works, or other related linear projects
  • Growth opportunity to develop task/project/program management and client services, with pathways to a career in planning or regulatory permitting
  • Strong interpersonal skills and an ability to work within and between teams are a must
  • Strong organizational skills and ability to interpret and synthesize regulatory guidance, field data, GIS mapping, and database queries (i.e. IPAC, NRS, CNDDB) into written deliverables in a high volume/fast turnaround environment
  • The ideal candidate will be technologically savvy and able to move between platforms, relational databases, GIS applications, Salesforce, and messaging/communications platforms
  • Support the development of permit applications and environmental compliance documentation for agencies such as USFS, BLM, Caltrans, and state wildlife agencies.
  • Must be detail-oriented and able to produce consistent high-quality work on short deadline
  • This is full-time, remote work with a heavy fieldwork component

What You Will Need

  • Bachelor’s or master’s degree in Biological Sciences, Environmental Sciences, or other related field of study.
  • 15+ years of demonstrable experience with utility and/or energy clients
  • Must have valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.

Desired Subject Matter Expertise

  • Deep knowledge of biological permitting, construction implementation, species reviews and habitat assessments, field surveys for special-status species, and knowledge of natural communities and habitats.
  • Experience writing biological constraints reports and knowledge of utility biological planning documents

What We’d Like You to Have

  • Federal and state recovery permits
  • Experience conducting field surveys, conducting habitat assessments, and writing general reports for California plants and special-status wildlife species including mammals, herpetofauna, vernal pool branchiopods, nesting birds and raptors surveys
  • Existing relationships with industry professionals
  • Experience with data entry and formatting.
  • Proficiency in use of Microsoft Word and Excel, Salesforce, Survey 123, ARCGIS, GoogleEarth, ISNet trained, LAN ID
  • Proficiency with GPS technology for navigation and data collection

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$89,261.00 - $151,744.00
