JOB SUMMARY
This position is responsible for designing, developing, deploying, and maintaining a range of data services and applications that deliver information and data to internal and external end users and stakeholders.
MAJOR DUTIES
Designs, develops, and deploys interactive web-based dashboards and reports.
Designs and codes complex Structured Query Language (SQL) scripts to extract and update data and statistics for detailed reports for departments, internal users, and external agencies.
Monitors application and database performance and takes corrective actions to mitigate slow-downs and bottlenecks.
Performs and documents detailed analyses of application problems and errors; provides results to vendors.
Analyzes and corrects system and/or database issues.
Develops project plans, system specifications and requirements.
Prepares implementation schedules and assists in the coordination of systems implementation, testing and documentation.
Assists with the maintenance and updates of application software.
Ensures data meets legislative and judicial requirements.
Establishes and maintains working relationships with department heads and other employees.
Maintains security access for database driven systems.
Coordinates and performs system migrations, enhancements, and upgrades.
Tests, evaluates, and implements new application version releases.
Assists and trains users with application issues and procedures.
Creates process and procedures documentation.
Performs other duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of computers and operating systems (e.g. Windows Server, Linux).
Knowledge of relational databases.
Knowledge of network connectivity tools.
Knowledge of file transfer protocol tools.
Knowledge of information technology security principles.
Knowledge of computers and job-related software programs.
Knowledge of provisioning and managing Windows and Linux servers.
Advanced skills in Microsoft SQL Server (additional DBMS knowledge a plus)
Advanced skills with complex SQL syntax.
Skill in computer programming languages (PHP, Python, or others)
Skill in computer operation and configuration.
Skill in identifying and resolving software application errors.
Skill in the analysis of problems and the development and implementation of solutions.
Skill in the preparation of clear and precise administrative reports.
Skill in oral and written communication.
SUPERVISORY CONTROLS
The Information Technology Services Director assigns work in terms of division goals and objectives. The director reviews work through conferences, reports and observation of division activities.
GUIDELINES
Guidelines include Florida Statutes, Administrative Orders, technical advisements, and IT best practices. These guidelines require judgment, selection and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied information and technology duties. Frequent changes to IT standards contribute to the complexity of the position.
The overall purpose of this position is to design, develop, deploy, and maintain data services and applications that provide accurate and timely information to internal and external stakeholders.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
Minimum 3 years of experience working with SQL databases.
Minimum 3 years of experience developing web-based applications to interact with SQL data.
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated having had a similar position for three to five years.
PREFERRED QUALIFICATIONS
5+ years of experience in managing SQL databases.
5+ years of experience in developing web-based applications.
Experience with web servers (IIS, Apache, Nginx).
Experience with court case management and records management systems.
Previous experience in the public sector or government relations.
Previous experience with data analytics.
Knowledge of development frameworks such as Laravel, Symfony, or Django.
