POSITION OVERVIEW

Under limited direction, performs a full range of professional and technical duties in support of the economic growth in the City of St. Louis by providing sound analysis of economic incentive tools and programs and maintaining consistency in incentive reporting. Promotes and facilitates development of SLDC-agency led projects in strategic areas. 

RESPONSIBILITIES AND SCOPE

  • Prepares comprehensive documents and technical and analytical reports pertaining to economic incentives. This includes development/incentive tax revenue impact projections as well as operating pro forma and financial feasibility analyses. Independently conducts research and data collection to support analyses and provides written reports and presentations to the City's Aldermanic Board and committees, staff, various development boards, commissions, authorities, community groups, and other stakeholders.
  • Plans, coordinates, and participates in economic development and related special projects, including complex research, budget analysis, preparation of feasibility analysis, and presentation of reports in both written and oral form.
  • Analyzes financial strategies and identifies potential funding sources for economic development priorities.
  • Establishes and maintains close cooperation with appropriate public and private business and community organizations, departments, boards, agencies, and individuals involved in economic and related development activities.
  • Prepares pro forma financial statements for priority real estate projects. This includes Sources & Uses Statements, Operating Statements, Balance Sheets, and Cash Flow Statements.
  • Prepares and manages Requests for Proposals for priority development sites. Assists with marketing of priority development sites.
  • Conducts site and building research for businesses and investors looking for properties in the City.
  • Oversees the agency’s responsibilities in administering projects that seek funding through the Missouri Development Finance Board.
  • Coordinates with drafting and managing redevelopment plans.
  • Conduct other research as requested.

Qualifications


Qualifications include a minimum of a B.A./B.S. in planning, urban design, economics, accounting, business, finance, or related field. Masters preferred. 5+ years in planning, urban development, economic development, or related field. Personal computer skills in Microsoft office products a must.

Demonstrated ability to manage multiple projects simultaneously and ability to analyze complex business financials and economic incentives. Must display an expert understanding of economic development tools. Good oral, presentation, and written communication skills. Ability to work with the public and public officials.

EXPERIENCE AND EDUCATION

  • B.A./B.S. in planning, urban design, economics, business, or related field. Masters preferred.
  • 5+ years in planning, urban development, economic development, or related field.
  • An equivalent combination of education and experience may substitute for the minimum qualifications.

WORKING CONDITIONS AND PHYSICAL EFFORT:

  • Work is normally performed in a typical interior/office work environment.
  • Exposure to elements during site visits.
  • Requires the ability to lift and carry files/papers of up to twenty pounds.
  • Requires the ability to stoop, crouch, balance, bend, and climb during site visits.
  • Requires the ability to distinguish objects clearly in near vision for writing and computer work.
