SUMMARY: The Controller is responsible for a broad spectrum of accounting functions and business practices that relate to the financial integrity of the District Office and its multiple operations.


ESSENTIAL DUTIES AND RESPONSIBILITIES: (These essential job functions are not to be construed as a complete statement of all duties performed.   • Establish practices and procedures that ensure accurate financial data and reporting for all business operations and will maintain, update and retain all records in a secure manner
  • Reconcile all Balance Sheet accounts by the 15th of the following month or quarter, depending on account reconciliation schedule
  • Oversee Accounts Receivable function - approve daily bank deposit coding, record ACH and wire transfers between bank accounts, approve bank reconciliation and post transactions to GL 
  • Oversee Accounts Payable function - review accounts payable invoices for accuracy and approvals, approve ACH transactions and checks for processing. Ensure all invoices submitted to Finance are processed in a timely manner
  • Oversee Payroll function - review and approve bi-weekly payroll submission and bi-weekly salary and benefits journal entry prepared by Sr. Accountant. Backup Payroll Manager to submit payroll when necessary.
  • Assist and provide backup with quarterly regional and agency cost allocations
  • Assist with grant budget preparation by providing financial data as requested for various grant applications
  • Assist Executive level staff and Administrative Department leaders with the preparation of Annual Budgets, provide monthly financial statements, to include monthly and year-to-date actuals versus budget
  • Assist with the preparation of monthly Financial Statements for the Finance Committee and Board
  • Work with Audit firm to provide all information required for the annual audit and 990
  • Attend mandatory staff meetings
  • Actively participate in the PQI process
  • Prepare special reports and documents as needed for CEO, Chiefs, Deputy Chiefs, Directors and managers
  • Perform other duties that may be assigned by the CEO, Finance Committee, the Board and/or the Chief Financial Officer

  • Complies with all applicable training requirements

  • Complies with work schedule to ensure effective operations of Agency programs 
  • Contributes positively as a member of a productive and cooperative team

EDUCATION AND EXPERIENCE: (Pending on position and if prior to hire is approved by Chief Executive Officer, a comparable amount of training, education or experience may be substituted for the minimum education qualifications)

Bachelor’s degree with public accounting background, CPA preferred with minimum of 5 years of financial management experience, non-profit background and experience with funding agencies preferred

The position also requires computer proficiency in Microsoft Excel, Word and other accounting software products such as SAGE Intacct


GENERAL PHYSICAL DEMANDS: These physical demands are representative of the physical requirements necessary for an employee to successfully perform the essential functions of the job. It is also required to regularly sit, speak, and listen, the employee is also required to walk, use hands and fingers to type, operate equipment, and maintain records and notes. Specific vision abilities required include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Must be able to resolve problems, handle conflict, and make effective decisions under pressure. WORK ENVIRONMENT: Environment will occasionally become noisy due to equipment operations and interactions among clients and staff. There may be the possibility of being exposed to communicable disease, possible exposure to verbal abuse or similar behavior from residents/clients. On an as needed basis, employees may be called upon to work outside of the established work schedule, or work odd hours. All information associated with the Agency is confidential.
