Representative Hai Pham is recruiting for a full-time Chief of Staff to serve the people of House District 36. The Oregon Legislature is a fast-paced work environment that requires an experienced Chief of Staff, well-versed in managing competing deadlines and priorities with a high level of detail.
The Chief of staff serves as a staff advisor and office manager. This position works closely with the Representative to develop and execute legislative priorities, manage the day-to-day operations of the legislative office, build relationships with constituents and community partners, and ensure the Representative is well prepared to advance legislative priorities, committee work, public events, and constituent meetings.
The ideal candidate is a highly organized and collaborative professional with a strong knowledge of the Oregon State Legislature and House District 36. The Chief of Staff must be able to manage competing priorities, exercise sound judgement, and communicate effectively with diverse audiences, and maintain a high level of professionalism.
This is a full-time, continuing position beginning in September 2026. During Oregon legislative sessions, staff work in the Oregon State Capitol in Salem, Oregon. Flexibility to work non-traditional office hours, including nights and weekends, and willingness to travel within Oregon will be required.
Representative Hai Pham represents House District 36, which includes South Hillsboro, West Beaverton, and unincorporated Washington County. Rep. Pham is a pediatric dentist focused on making evidence-based policies that will help all Oregonians and families achieve healthier and equitable communities. Rep. Pham serves as the Chair of the House Behavioral Health Committee, Vice Chair to the House Rules Committee, and a member of the House Health Care Committee.
Key Responsibilities:
Legislative Strategy and Policy:
- Supporting the Member in efforts to advance the policy agenda and legislative goals of the office. Develops and implements legislative strategies.
- Provides counsel, guidance, and feedback on legislative and policy decisions.
- Monitors committee hearings and floor debates and reports legislative action or developments.
- Works with legislative counsel to draft or amend legislation.
- Attends and staff committees, work groups, task forces, meetings, tours, and other events on behalf of the Representative.
Constituent and Community Engagement:
- Research and drafting written internal and public facing materials such as letters, speeches, testimony, policy briefs, newsletters, constituent responses and communications.
- Schedules and coordinates meetings, town halls, and other events.
- Provides responsive constituent services, such as tracking and assisting with responses to constituent communications, acting as a liaison to constituents, and helping to provide constituents with resources and solutions.
Office Management:
- Manages the day-to-day office activities, including clerical tasks, record-keeping, research, and report preparation.
- Interfaces with the general public, constituents, lobbyists, business leaders, other legislators, legislative staff, and interest groups to understand issues.
- Acts as the primary contact for all visitors and answers phone and email.

How to Qualify:
Your application must demonstrate: Bachelor’s degree and five (5) years of related experience.

- The salary in this job posting reflects the base salary without contributions to the Public Employee Retirement System (PERS). Employees eligible for PERS will have their salary increased by 6.95% and 6% will be automatically be subject to a mandatory employee contribution to PERS.
