This position is part of the Program Integrity Audit Unit in the Office for Program Integrity which reports directly to the Chief Financial Officer of the Fiscal Operations Division of OHA. The mission of the OPI is to ensure program integrity of the Medicaid program through auditing, investigations,Ā researchĀ and policy development.Ā 

In this role, you will conduct audits of providersĀ participatingĀ in Oregon’s Medicaid program. The audit function is designed to detect,Ā identify, and deter medical program fraud, waste, and abuse, and toĀ monitorĀ and ensure provider compliance with federal, state, and agency rules and regulations. In addition, this position serves as the state coordinator for the federal Payment Error Rate Measurement (PERM) cycle, leading all phases of each three-year cycle andĀ facilitatingĀ all communication and coordination among CMS, federal contractors, state staff, and Medicaid and CHIP providers.Ā 

Because this work directly affects Oregon’s Medicaid funding and impacts over one million diverse beneficiaries, the role requires strong analytical skills, excellent communication, independent judgment, and a demonstrated understanding of health equity and PIAU’s mission.Ā

What We Are Looking ForĀ 

Minimum Qualifications:Ā These qualifications must be reflected in your application for consideration.Ā 

AĀ Bachelor'sĀ degree in a business-related field, such as business administration, public administration, finance, economics, computer science, etc., AND two years of auditing experience.Ā 

ORĀ 

Twenty quarter hours of college courses in a business or financial field such as the areas listed above AND twoĀ additionalĀ years of auditing experience may substitute for the degree.Ā 

Successful completion of the duties and training as an Oregon Governmental Auditor (Entry) will substitute for one year of auditing experience.Ā

  • Ā Experience in using Generally Accepted Governmental Auditing StandardsĀ as prescribed byĀ the U.S. Government Accountability Office, also referred to as the Yellow Book.Ā 

  • Skill in auditing techniques:Ā 

  • reviewing and analyzing accounting records and program data;Ā 

  • collecting evidence, documenting work papers appropriately andĀ identifyingĀ audit exceptions;Ā 

  • conducting interviews, inquiry, and communication with auditee personnel at various administrative levels;Ā 

  • developing computerĀ assistedĀ auditing techniques;Ā 

  • analyzing and evaluating the results of statistical samples to support audit findings.Ā 

  • Experience in risk analysis for evaluation of internal and management controls.Ā Ā 

  • Experience within the Dental or Behavioral Health field.Ā 

  • Experience in provider healthcare billing.Ā 

  • Holds certification in a coding or auditing discipline.Ā Ā 

  • Skill in oral and written communications, preparing clear and concise reports and effectively communicating problems and recommendations in support of audit findings.Ā 

  • Skill in presenting audit findings (e.g., graphs, charts, etc.).Ā 

  • Skill in researching compliance and operational issues and State or Federal regulations applicable to the organizational unit under review.Ā 

  • Strong analytical, independent judgement and excellent customer service skills.Ā 

  • Ability to manage multiple audits and other projects and be able to organize and prioritize work to meet deadlines and have flexibility and work demand tolerance.Ā 

  • Must be proficient in Microsoft Office products such as Outlook, Word, Excel,Ā TeamsĀ and PowerPoint.Ā 

  • Experience in creating andĀ maintainingĀ a work environment that is respectful and accepting of diversity among team members and the people we serveĀ
