Are you energized by the idea of improving how government works, strengthening leadership networks, and driving change that makes a real difference for Oregonians?  The Department of Administrative Services (DAS) is seeking a Senior Policy Advisor & Project Manager who thrives at the intersection of strategy, collaboration, and statewide impact.

In this role, you’ll lead complex initiatives, help shape statewide policies, build strong relationships with executive leaders, and contribute to creating a more agile and future‑ready state government.

What You’ll do:

In this role, you will:

  • Lead enterprise-wide projects from planning through implementation, bringing together partners across agencies to deliver effective, timely results.

  • Analyze and recommend policy and procedural changes that improve operational systems and support statewide priorities.

  • Coordinate and facilitate statewide leadership forums to share insights, align on priorities, and accelerate collective problem-solving.

  • Support onboarding and integration of new agency directors into the enterprise leadership structure.

  • Represent DAS through briefings, reports, and presentations to partners including the governor’s office and legislative staff.

  • Build collaborative relationships and foster knowledge sharing to strengthen Oregon’s leadership network and support long-term, cross-agency solutions.

What We Are Looking For

Minimum Qualifications:

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.

OR;

Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work.

*Relevant experience must include leading multi-organizational policy workgroups, developing sound policy recommendations with well-documented analysis, and presenting the information to senior leaders. Make sure that we can find evidence of this in your application materials.

  • Project Leadership: Experience leading projects with multiple partners, including planning, identifying risks, managing timelines, and coordinating work across teams or agencies.

  • Communication: Skill in preparing clear, accurate briefings, reports, or presentations for senior or executive audiences.

  • Relationship Building: Ability to build and maintain effective collaborative working relationships with executives, senior leaders, and other partners.

Additional Details

  • In order to be considered for this position, you must reside within (or be willing to relocate to) Oregon by the start date.  

  • This recruitment is for one permanent, full-time Operations & Policy Analyst 4 (management service, non-supervisory) position, and may be used to fill future vacancies.  

  • *The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
