PHYSICIAN ASSISTANT/NURSE PRACTITIONER

Goodfellow AFB, TX

Place of Performance: The work to be performed under this contract will be at 271 Ft. Richardson Ave, Goodfellow AFB, TX 76908. HCWs shall receive notification two weeks prior to the reassignment to another location with a 40-mile commuting radius of their assigned MTF. At the mutual agreement of the Contractor and the Government, an alternative duty location may be granted to improve the overall performance, professional development, and core duties of the contractor and may be conducted off-site with the Squadron Commander Approval. Any changes shall be coordinated between the HCW and the Government. Any planned alternative duty locations for the HCW shall be communicated to the Government supervisor at least two weeks in advance to ensure that clinical operations are not adversely affected

Personal Services: These positions will support 17th Medical Group Military Treatment Facility (which includes but is not limited to: Flight Medicine Clinic, Family Medicine Clinic, Student Clinic, Immunization Clinic, Pediatric Clinics, Case Management, and Special Needs) shall report to a Government FRED (Functional Requirement Evaluator Designee) and/or Government Supervisor for day-to-day operational duties.

Personal Services: These positions will support 17th Medical Group Military Treatment Facility (which includes but is not limited to: Flight Medicine Clinic, Family Medicine Clinic, Student Clinic, Immunization Clinic, Pediatric Clinics, Case Management, and Special Needs) shall report to a Government FRED (Functional Requirement Evaluator Designee) and/or Government Supervisor for day-to-day operational duties.

 

The contractor is advised that any special time off granted by the President or other competent authority is for Government personnel ONLY and does not apply to the contractor personnel. Contractor personnel shall take their direction concerning their duty status and hours of performance from their management chain and not from Government personnel.

 

Family Down Days: CP may not be required to work on Family/Down Days if the MTF closes. The contractor representative will be notified at the beginning of each year of the AFGSC Family/Down Days for that calendar year. The contractor will only be compensated for the actual hours worked.

Hours of Performance: Normal Duty hours from Monday- Friday 0600-1630 (Student Clinic) 0730-1630 (All other clinics) with a 1-hour non- working lunch. Contractor lunches will not be taken at the start or end of the duty day and will be coordinated within the respective work center/clinic.

Scheduling:

Normal Duty hours from 0600-1630 (Student Clinic) 0730-1630 (All other clinics), or otherwise notified. The specific schedule for each two-week period will be provided one month in advance the section FRED. At the mutual agreement of the Contractor and the Government, alternative schedules may be implemented such as a compressed work schedule. Any changes in the schedule shall be coordinated between the HCW and the Government (FRED, COR, and CO).

 

*By direction of the Flight Commander of the Military Medicine, Family Medicine Clinics, or the Chief Nurse Executive the Government reserves the right to temporarily reassign the Contractor Employee to different clinical sections within all areas of 17 Medical Group and support staff areas to include (but not limited to) the areas of the Active Duty. Clinic, Flight Medicine Clinic, Family Medicine Clinic, Student Clinic, Immunization Clinic, Pediatric Clinics, Case Management, and Special Needs).

Albeit any re-assignment will be temporary to support (1) staffing and clinical priorities and (2) to maintain clinical currency.

 

The CP shall not exceed 9 hours per day which includes a 1-hour unpaid lunch; not to exceed 40 hours per weekly period. Any deviation to these days and times shall be coordinated through the FRED, COR, and will be authorized by the CO. “Make-up” time and “Working through lunch” time is prohibited.

 

Schedule Management: When directed by the Government, the HCW shall remain on duty to complete patient treatment where lack of continuity of care would otherwise jeopardize patient health. This provision is not intended to apply to the time required to complete routine tasks (e.g., completion of paperwork or routine administrative tasks at the end of a shift) which are to be completed as part of the normal work schedule.

Dress Code: The CP shall meet the preferred dress code of business casual attire during the MTF operational hours.

Closures: During a planned closure of the facility due to training, holiday, or unplanned closure due to unusual and compelling circumstances (e.g., natural disasters, military emergencies, inclement/severe weather), the Contractor will be compensated for the unplanned closure (personal services only)

Core Duties: The duties for the HCW are as follows:

  • Provide a full range of Physician Assistant services in primary and specialty medical care within the limits of their training and privileges granted by the MTF (e.g., supervise and provide general screening and medical care and examinations of patients for routine, acute and chronic conditions involving any and all organ systems; provide immunizations; diagnose, treat, and counsel patients as indicated).
  • Technically direct and provide care for a variety of diseases and types of injuries (i.e., acute, chronic and minor trauma), and the skills to recognize emergency conditions in order to diagnose, prescribe for and treat diseases, disorders and injuries, and refer the more complex cases and serious conditions to qualified medical personnel and perform designated treatment.
  • Technically direct and teach other staff, provide educational lectures and participate in in-service training to staff members.
 
  • Promote preventive care and health maintenance including annual physicals, positive health behaviors and self-care through both formal and individual education and counseling.
  • Prescribe in accordance with approved treatment protocols and the Pharmacy and Therapeutics Committee approved medications and immunizations.
  • Identify a medical problem and determine appropriate action to meet the problem, including referral to a physician.
  • Perform specific diagnostic and therapeutic practices and procedures in accordance with scope of practice.
  • Establish collaborative rapport with physician, nursing and others in order to promote and facilitate primary care services.
  • Teach patients and family member's healthy regimen and responsibility for achieving wellness.
  • Attend staff meetings to provide case discussion, continuing education, and continuous quality improvement.

 

Computer Skill Competency: Each HCW shall demonstrate competency as required in the contract and as follows:Microsoft (Outlook, Word, and Excel), Adobe Acrobat Reader, Electronic Health Record (EHR), Electronic Medical Record (EMR), and all required military operation systems

 

MTF Training: Additional training requirements are as follows:

Contractor must complete all required annual training IAW MTF, DHA policies, and Unit Training Managers guidelines. The Government will ensure adequate resources and time be allocated to accomplish the training. Certification may be provided by the facility, as appropriate (to include BLS). The Contractor may attend BLS classes if offered at the MTF.

MTF Standards: Specific policies, procedures, and instructions/regulations for the place of performance are as follows:MDGI 41-117, Health Care Information Privacy, MDGI 44-111 Infection Prevention and Control Program, 44-120 Organizational Ethical Code of Practice and Behavior, 44- 119 Medical Waste Management, MDGI 44-112 Patient Assessment/Reassessment, MDG Provision of Care, 48-118 Employee Health Program, 48-120 Bloodborne Pathogens, MDGI 40-101 Patient Safety Plan, MDGI

46-102 Nursing Practice: Scope and Standards, and other computer-based trainings for clinical competencies

HCW Health Requirements: provide documentation certifying health requirements such as immunizations, annual vaccinations, medical testing (i.e., tuberculosis, N95 particulate respirator duckbill mask fitting) and physical examination when required at the time of initial placement.

 

Occupational Health: The HCW shall be required to obtain documentation of required physical testing or a report of a physical examination.

 

Tuberculosis Screening: The additional immunization/screening requirements for the risk of exposure to tuberculosis (TB) are as follows:

IAW Centers for Disease Control and Prevention Testing Guidelines (2-step testing protocol are an approved blood assay screening); must be performed within the last 12 months for new employees to the Military Healthcare System. If the member has a history of previous latent TB or active TB, a chest radiograph may be required before being cleared to work based upon physician’s discretion. Periodic requirement based on annual TB Risk Assessment. Prior to contract performance, the CP shall provide proof of immunization or immunity from or screening for the following diseases according to Air Force guidelines equivalent to that provided to active work Armed Forces: Hepatitis B, MMR (Measles, Mumps, and Rubella), Varicella, Tdap (Tetanus, Diphtheria, and Pertussis), Tuberculosis (TB), HIV (CP who has direct patient care) and influenza for all personnel. CP shall control and prevent disease in accordance with AFI 48105 Surveillance Prevention and Control of Diseases and Conditions of Public Health or Military Significance, and the American Public Health Association Publication, Control of Communicable Diseases Manual, and the Centers for Disease Control and Prevention (CDC) publication, Morbidity and Mortality Weekly Report, Air Force Policy (as applicable) and its supplements. For the TB screening, the CP shall provide proof of negative TB 2- step skin testing IAW CDC. If an individual has a past positive TB skin test, the CP shall provide proof of a negative chest X-ray within 12 months prior to personnel performing. The Government reserves the right to require more frequent TB testing of

 

personnel based on the facility annual TB risk assessment. Additional vaccines as they are made mandatory for health care workers may also be required in unusual circumstances. In summary, CP should have and maintain all requirements. The CP shall not obtain medical tests or procedures at the MTF. The CP shall be responsible for the cost of any emergency medical services received. CP shall receive the current influenza immunization, at contractor’s expense, unless contraindicated by allergy; as an example, to eggs as evidenced by hives, difficulty breathing, itching, and other symptoms of anaphylactic hypersensitivity, this exemption requires a Physicians diagnosis. Proof of vaccination will be required.

 

Qualifications


Minimum Qualifications:

  • Degree: Master of Science in Nursing (MSN)
  • Education: Graduate from an academic program, within the nursing specialty field of study that is accredited by a regional or national nursing accrediting agency recognized by the Accreditation Commission for Education in Nursing (ACEN) or the Commission on Collegiate Nursing Education (CCNE).
  • Professional Certification: Family Practice Nurse Practitioner - Certified in the specialty required by the American Nurses Credentialing Center (ANCC), or American Academy of Nurse Practitioners (AANP)
  • Other Certification: Possession of a current Basic Life Support (BLS) certification. Highly desired Advance Life Support (ALS), and Pediatric Advanced Life Support (PALS) certification.
  • Experience: Must demonstrate clinical competency within the last two years.
  • Licensure: Possession of a current, full, active, and unrestricted license as a Nurse Practitioner is required.
