PROCUREMENT AND CONTRACTS SUPERVISOR REQUIREMENTS:Â
Â
- Bachelor's degree in Business Administration, Public Administration, Finance, Accounting, Procurement, Contract Management, or a related field; and
- Three (3) years of progressively responsible experience in procurement, purchasing, contract administration, accounts payable, or a related field, including at least one (1) year of lead or supervisory experience; or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.
- Experience in public-sector procurement.
- Experience administering federally funded procurements and contracts.
- Experience with accounts payable and financial management systems.
- Must have a valid driver’s license
The Procurement & Contracts Supervisor is responsible for the day-to-day management and administration of Concho Valley Council of Governments procurement, contracting, accounts payable, and asset management functions. Under the general direction of the Deputy Executive Director, the position supervises procurement and accounts payable personnel while coordinating procurement activities ranging from routine purchases to formal competitive solicitations.
The Procurement & Contracts Supervisor serves as one of CVCOG’s lead procurement administrators and provides advanced technical expertise in procurement planning, specification development, scope of work preparation, cost estimating, solicitation development, contract administration, and regulatory compliance. The position works closely with departments to ensure procurements are conducted efficiently, competitively, and in accordance with applicable federal, state, and local requirements.
This position exercises independent judgment in coordinating procurement activities, supervising assigned staff, and administering procurement and contracting processes. Final procurement authority and strategic procurement decisions remain with the Deputy Executive Director or other designated management personnel.

STATUS AND PAY:
Full-Time Position
Annually: $55,000 to $58,000 – pay dependent on experience
