Site Manager (2026-25866)Â
Bowhead seeks a Base Telecommunications System (BTS) Site Manager to lead the operations, maintenance, and administration of a mission-critical telecommunications infrastructure supporting the United States Air Force. The successful candidate will provide leadership for a team of telecommunications professionals responsible for Inside Plant (ISP), Outside Plant (OSP), voice systems, fiber and copper infrastructure, work orders, preventive maintenance, outage response, and customer support while ensuring full compliance with contract requirements and performance metrics. This position serves as the primary on-site interface with Government leadership and is responsible for ensuring contract performance, customer satisfaction, operational excellence, and continuous improvement.
Responsibilities
Essential functions will include:Â
- Lead daily operations of the Base Telecommunications System (BTS) contract.
- Supervise, mentor, and develop telecommunications technicians and administrative staff.
- Serve as the primary point of contact with the Contracting Officer Representative (COR), Communications Squadron, and other Government stakeholders.
- Plan, assign, and prioritize work to ensure contractual response and completion timelines are met.
- Manage Operations & Maintenance (O&M) activities for voice, data, fiber optic, copper, and associated telecommunications infrastructure.
- Oversee preventive maintenance inspections (PMIs), corrective maintenance, and emergency restoration activities.
- Coordinate and manage outage response, scheduled maintenance windows, and after-hours emergency support.
- Review, approve, and monitor work orders, technical solutions, estimates, and project execution.
- Ensure accurate maintenance records, work center documentation, inventories, drawings, and configuration databases are maintained.
- Oversee cable locating, staking, marking, and infrastructure documentation.
- Ensure compliance with all safety, environmental, security, and quality requirements.
- Conduct quality assurance inspections and implement corrective actions when necessary.
- Monitor contract performance metrics and develop strategies to improve efficiency and customer satisfaction.
- Participate in design reviews, technical meetings, planning sessions, and workload reviews with Government personnel.
- Coordinate with subcontractors, vendors, and third-party contractors supporting telecommunications infrastructure.
- Manage staffing, recruiting, scheduling, employee performance, and training.
- Support proposal development, scope changes, and technical pricing efforts as required.
- Monitor labor utilization, contract financial performance, and resource allocation to improve profitability while maintaining contractual compliance.
- Promote a culture of safety, accountability, professionalism, and continuous improvement.

Qualifications
- Education
- Associate degree in Telecommunications, Information Technology, Engineering Technology, Business, or a related field and five (5) years of relevant experience; OR
- High school diploma or GED with eight (8) years of progressively responsible telecommunications experience, including at least three (3) years in a supervisory or management role.
- Years of experience
- 10+ years of telecommunications experience.
- 5+ years in a Site Manager, Program Manager, or Operations Manager role.
- Required skills or certifications
- Strong leadership, team management, and organizational skills.
- Thorough knowledge of telecommunications operations and maintenance.
- Experience managing Inside Plant (ISP) and Outside Plant (OSP) infrastructure.
- Working knowledge of Cisco Unified Communications Manager (CUCM) and/or Avaya Communication Manager.
- Experience with Voice over Internet Protocol (VoIP), analog telephony, fiber optic and copper cabling systems.
- Experience managing preventive maintenance, outage response, and work order execution.
- Ability to read and interpret engineering drawings, technical manuals, and contract documents.
- Strong troubleshooting and problem-solving skills.
- CompTIA Security+
- Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
- Ability to communicate effectively with all levels of employees and outside contacts
- Strong interpersonal skills and good judgment with the ability to work alone or as part of a team
Physical Demands:
- Must be able to lift up to 50 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
