We are seeking an Installation Analyst III to support Naval Information Warfare Systems Command (NAVWAR) and associated Navy stakeholders in the planning, coordination, analysis, and execution of C4I/IT system modernization and installation activities. The analyst will provide senior-level support for complex, cross-functional, or high-visibility work by integrating stakeholder inputs, assessing programmatic risks and tradeoffs, leading assigned coordination efforts, and developing decision-quality recommendations for Government review.

This role is primarily analytical and programmatic. It connects acquisition, engineering, logistics, field activities, installation teams, and Fleet stakeholders so that capabilities are planned, documented, scheduled, and fielded in accordance with applicable Navy and DoD requirements.

Position Level

Provides senior-level analytical, planning, and coordination support for complex, cross-functional, or high-visibility assignments. Integrates inputs from multiple stakeholders, assesses programmatic risks and tradeoffs, develops well-supported recommendations, leads assigned coordination efforts, and supports Government or Integrated Product Team leadership with decision materials and execution oversight. May review team products, mentor personnel, and help establish consistent analytical and documentation practices, while remaining under Government direction and approval authority.

Core Responsibilities

  • Lead or perform complex analyses using quantitative and qualitative information from program offices, installation teams, databases, schedules, reports, technical documentation, and stakeholder interviews.
  • Define complex installation and modernization problems; assess root causes, interdependencies, constraints, risks, and tradeoffs affecting cost, schedule, performance, readiness, and fielding objectives.
  • Provide senior analytical and programmatic support for advanced planning and installation execution across afloat, submarine, shore, and/or enterprise information systems, as assigned.
  • Integrate and evaluate installation plans, integrated schedules, milestones, fielding plans, risks, dependencies, resource requirements, and readiness information across assigned stakeholders or workstreams.
  • Develop decision-quality analyses, alternatives, recommendations, recovery strategies, and proposed courses of action for Government or Integrated Product Team leadership review.
  • Lead assigned coordination efforts involving Government program managers, engineers, logisticians, field activities, Fleet representatives, ship/platform stakeholders, vendors, and other installation participants.
  • Assess installation costs, estimates, expenditures, funding needs, schedule performance, resource alignment, and readiness impacts; identify material variances and recommended actions.
  • Evaluate policies, processes, standards, and technical or programmatic requirements; identify systemic gaps, implementation risks, and opportunities to improve compliance and execution.
  • Oversee assigned deliverables, milestones, action items, and risk-mitigation efforts; identify emerging concerns and support timely resolution or elevation.
  • Prepare and present executive-level analyses, decision briefs, status reports, data-call responses, and recommendations for Government review.
  • Review team products for analytical quality, consistency, traceability, and compliance; mentor personnel and provide task-level leadership when assigned.
  • Develop or refine analytical approaches, process maps, models, metrics, dashboards, and management practices; assist with implementation of approved improvements.
  • Promote data quality, configuration discipline, documentation standards, and effective use of Government-approved systems and tools; perform other related duties as assigned.

Required Qualifications

  • Bachelor's degree in a business or technical field with a minimum of ten (10) years of relevant experience.
  • Ability to lead complex or high-visibility assignments, integrate incomplete or conflicting information from multiple sources, evaluate risks and tradeoffs, and develop decision-quality recommendations.
  • Strong written and oral communication skills, including executive-level reports and briefings, meeting facilitation, stakeholder alignment, and communication with senior Government customers.
  • Proficiency with the Microsoft 365 productivity and collaboration environment, including, but not limited to, Word, Excel, PowerPoint, Outlook, Teams, SharePoint, OneDrive, and Access, with the ability to efficiently create, manage, analyze, communicate, and maintain information in support of program and installation requirements.
  • Basic familiarity with Microsoft Power Platform tools, including Power BI, Power Apps, and Power Automate, with the ability to navigate and use existing reports, dashboards, applications, and automated workflows, as applicable, to support assigned responsibilities.
  • Strong organization, attention to detail, records discipline, and ability to manage multiple interdependent priorities, deliverables, and deadlines with minimal day-to-day direction.
  • Ability to lead assigned coordination efforts, review work products, mentor personnel, and operate effectively in a Government-contractor team environment while preserving Government decision and approval authority.
  • Ability to obtain and maintain the clearance, credentials, and system access required by the contract.

Preferred Qualifications

  • Senior-level experience supporting NAVWAR, NIWC Pacific, PEO C4I, NAVSEA, Fleet Readiness Directorate activities, Navy program offices, or comparable DoD organizations.
  • Advanced working knowledge of Navy C4I modernization, advanced planning, installation execution, Synchronized Fielding Plans, configuration management, systems fielding, and Fleet readiness processes.
  • Experience interpreting and applying NAVWAR installation process guidance, NAVSEA technical requirements, OPNAV instructions, the Joint Fleet Maintenance Manual, or related policy to complex assignments.
  • Experience with applicable Government installation-planning or modernization tools such as CAPS, SPIDER, NDE, NTIRA, Installation Milestone Tracker, or successor systems.
  • Experience leading development or integration of master schedules, risk registers, cost estimates, Baseline Change Requests, metrics, dashboards, process maps, analytical models, or decision-support products.
  • Experience leading cross-functional coordination, reviewing analytical products, mentoring personnel, or establishing consistent program-management practices.
  • Active DoD Secret security clearance is preferred.

Salary:100k + dependent on education and experience
