Position Overview
We are seeking a Senior Financial Management Analyst/Consultant to support PAE MS / NAVWAR Command clients in San Diego, CA. This role involves delivering high‑impact financial management and accounting support to U.S. government clients. You will work both independently and collaboratively within a consulting team, supporting day‑to‑day financial operations and long‑term strategic planning.Â
Key Focus Areas
- Supporting complex Planning, Programming, Budgeting, and Execution (PPBE) and programmatic initiativesÂ
- Developing, executing, and monitoring DoW budgets and annual financial spend plansÂ
- Conducting account reconciliations, variance analyses, financial tracking, reporting, budgeting, and forecastingÂ
- Advising client leadership on critical financial and operational decisionsÂ
Responsibilities
- Enter and maintain accurate financial data in government systems (e.g., Navy ERP, Standard Procurement System, and successor systems)Â
- Assist with budget formulation, cost management, and variance analysisÂ
- Measure organizational performance and assess program and policy impacts on fundingÂ
- Research financial and economic trends affecting program execution and spendingÂ
- Ensure compliance with policies, regulations, and guidelines governing budget formulation and executionÂ
- Manage multiple funding types and coordinate with cross‑functional stakeholdersÂ
- Prepare and brief financial reports, budgets, analyses, and executive‑level summariesÂ
- Develop recommendations and courses of action (COAs) to resolve financial issuesÂ
- Interpret and apply financial management policies, regulations, and strategic objectivesÂ

- Proficiency with Microsoft Office (PowerPoint, Word, Access, Outlook)Â
- Experience using data visualization tools (e.g., Power BI, Tableau)Â
- Familiarity with Navy Enterprise Resource Planning (N‑ERP) preferredÂ
Qualifications
- Bachelor’s degree from an accredited institutionÂ
- 7+ years of Navy/DoW financial management or relevant federal consulting experienceÂ
- Strongly preferred: Department of the Navy (DoN) experience, including accounting, consulting, finance, NAVWAR financial systems, and PPBE processesÂ
- Ability to obtain a SECRET government security clearance (TS/SCI may be required for certain projects)Â
- Certified Defense Financial Manager (CDFM) certification preferredÂ
