Generic Scope

Provides immediate supervision to a unit or group of operational or technical employees. A portion of time may be spent performing individual tasks related to the unit; however, supervisory activities must constitute a primary part of the job. Supervises unit operations to ensure compliance with departmental or organizational policies, procedures, and defined internal controls. Ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures.

Custom Scope

Under the leadership and supervision of OTOP Director, Clinical Operations, the incumbent provides immediate supervision to the program employees. A portion of time may be spent performing individual tasks related to the program such as SUD Counseling, care coordination, and other program or clinic services. The OTOP Site Supervisor supervises unit operations to ensure compliance with UCSF Dept. of Psychiatry and Behavioral Sciences departmental or organizational policies, procedures, and defined internal controls in addition to program and state requirements as is governed by the State of California Department of Health Care Services. The OTOP Site Supervisor ensures accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental standards and procedures.

The OTOP Site Supervisor manages SUD counseling staff and operations at Ward 93/OTOP and serves as a backup supervisor for the Bayview Mobile Van site. The incumbent provides administrative, clinical oversight and provides direct patient care with an assigned caseload. In addition to Clinical Supervision, the position includes day- to-day management of the physical site and milieu including patient and staff safety; creating a positive recovery-oriented environment; direct clinical services; ensuring appropriate staff development and training; addressing disciplinary issues and maintaining compliance with all regulatory and ethical standards; and outreach and community relations. This includes participation in OTOP leadership processes and meetings, quality assurance activities related to OTOP programs; assistance in preparation for accreditation, auditing, and other inspection visits; and providing backup and support to other OTOP supervisors and managers as needed.

The OTOP Site Supervisor will play a key role in providing culturally responsive, trauma-informed, person-centered, harm reduction substance use counseling. Follow up care will be coordinated with OTOP’s interdisciplinary team and outside providers or supports based on individual participant needs and interests. This will include performing biopsychosocial needs assessment with participants and utilizing evidence-based models of care including but not limited to CBT, solution-focused therapy, motivational interviewing, relapse prevention planning and case management. In addition to the standard OTOP responsibilities, the clinician will work with the OTOP Clinical Director, Intake Team and OTOP Deputy Medical Director to identify opportunities and interventions to improve patient services based on Community Advisory Board feedback and clinical data analysis. The clinician may provide evidence-based SUD counseling and case management to a select cohort of patients having trouble accessing mental health/psychiatric services despite receiving referrals and demonstrated motivation for treatment engagement.

The mission of the Division of Substance Abuse and Addiction Medicine (DSAAM) within the UCSF Department of Psychiatry and Behavioral Sciences at Zuckerberg San Francisco General Hospital is to improve the quality of life for our patients and the public by providing the highest quality addiction treatment, education, and research to reduce the dangers of substance use and its consequences. DSAAM provides multi-disciplinary consultation and treatment for patients with substance use disorders at Zuckerberg San Francisco General Hospital and several affiliated clinics. The main clinics include a licensed opioid treatment program (Ward 93/OTOP), the nation’s first buprenorphine induction clinic (OBIC Clinic), mobile methadone vans, the Street Outreach Response Team (SORT), and linkage program (JUNO Community).
