Job DetailsJob Location: 145 Taylor Basement Office - San Francisco, CA 94102Position Type: Full TimeSalary Range: $115,415.00 - $125,599.00 Salary/yearJob Shift: DayTITLE: Portfolio Maintenance Manager  REPORTS TO: Director of Property Operations  DEPARTMENT: Property Management   STATUS:  Regular, Full-Time  FLSA STATUS: Exempt  WAGE RANGE: $115,415- $125,599                       GRANT FUNDED: No  UNION POSITION: No  LOCATION: 145 Taylor Street, San Francisco CA 94102  SCHEDULE: Hybrid - Combination of onsite and remote work as approved by supervisor based on business needs. Occasional evening and weekend work.    SUMMARY  Under the supervision of the Director of Property Operations, the Portfolio Maintenance Manager is responsible for overseeing maintenance operations across a portfolio of properties, ensuring high standards in unit turns, work order completion, small-scale projects, and compliance-related tasks. This role plays a critical part in maintaining the physical integrity and operational excellence of the properties, while supporting site teams and ensuring timely response to emergencies.     This job description should not be interpreted as all inclusive. The incumbent may be requested to perform job-related responsibilities and tasks other than those stated in this job description.    ESSENTIAL DUTIES Oversee maintenance supervisors, including hiring, scheduling, and assigning work.   Review employee performance and recommend salary increases, promotions, transfers, and any necessary disciplinary actions, including demotions and terminations.   Oversee individual properties as assigned to them, including the maintenance staff at those properties.   Conduct regular reviews of property maintenance performance, identifying trends, gaps, and opportunities for improvement for 100% of the portfolio.  Ensure quality control of unit turns, including thorough inspections and verification of punch list completion.   Monitor the timely and effective resolution of tenant work orders across TNDC Property Portfolio.  Evaluate Maintenance Supervisor and/or Maintenance Lead’s performance, verify accurate tracking and completion, and provide guidance to address delays or recurring maintenance issues.   Oversee maintenance projects at the site level, ensuring they are completed on time and within budget.  Manage non-insurance-related repair projects, coordinating with vendors and internal such as Risk Management, Asset Management, and others in the Operations department.  Track and resolve Notices of Violation (NOVs) and ensure compliance with local codes and regulations.  Coordinate and support annual inspections, including preparation, execution, and follow-up.  Lead emergency response efforts for unit-level emergencies, ensuring safety and swift resolution.  Meet weekly with Maintenance Supervisors and Leads for “Maintenance Mondays” to review maintenance metrics, provide direction, and offer support to drive solutions and maintain performance at or above industry standards.  Work closely with Associate Directors of Property Operations (ADPOs) to ensure maintenance initiatives and directives are being implemented effectively across their respective portfolios.  Provide guidance and support to on-site maintenance teams, promoting consistency and best practices across the portfolio.  Collaborate with the Director of Operations to develop and implement maintenance strategies and standards, then partner with the ADPOs and Property Supervisors for implementation.  Other duties as requested.  QualificationsREQUIRED SKILLS  Knowledge and skills:  Must have visual acuity to inspect equipment, read gauges, meters, and mechanical/electrical drawings.   Ability to identify product varieties, read charts, and follow posted standards.   Must be able to read, write, and perform basic arithmetic (addition, subtraction, multiplication, division).  Ability to effectively manage time (schedules, deadlines, etc.) and paper (forms, documents, etc.).  Ability to follow directions and work independently.  Excellent interpersonal and organizational skills.  Physical Requirements:  Ability to ascend and descend stairways, ladders, and ramps.   Frequent walking, standing for long periods, climbing, kneeling, bending, and twisting.   Must be able to reach above shoulders, grasp tools, and lift heavy objects (often up to 50 lbs. or more).  Visual acuity is necessary to review documents.  Hearing acuity sufficient to use telephone and communicate with tenants, and staff.  Must be physically capable of responding to emergency situations and performing manual repairs.   Ability to work in confined spaces and handle hazardous materials safely.  Environmental Adaptability:  Work may occur indoors and outdoors, with exposure to weather, noise, dust, and hazards such as:   Moving machinery   Electrical currents   Heavy objects   May require hearing protection and other PPE (Personal Protective Equipment).  Ability to work in an office environment.  Ability to travel to various work sites as needed.   Mathematical Ability:  Ability to add, subtract, multiply, divide, and calculate decimals, ratios, percentages, and fractions.  Ability to calculate weights and measures.  Language and Communication Ability:  Ability to comprehend and correctly use informational documents including   Ability to communicate effectively with residents, coworkers and staff at all levels, residents, government officials, both verbally and in writing.  Ability to keep abreast of changes in policy, regulations, methods, operations, etc. as they apply to compliance and occupancy procedures and activities.  MINIMUM QUALIFICATIONS  Five plus (5+) years of experience in property maintenance, preferably in a PSH, Affordable Housing setting, multi-site or portfolio role.  Knowledge of residential property management, building systems, housing quality standards maintenance protocols, and regulatory compliance.  Proven ability to manage multiple projects and priorities in a fast-paced environment.  Excellent communication, leadership, and organizational skills.  Ability to travel between properties as needed.  Proficiency in maintenance of YARDI management software and Microsoft Office Suite.     PREFERRED QUALIFICATIONS  Certifications such as HVAC and OSHA.  Experience with insurance claims and project coordination.  Experience with Yardi Maintenance IQ. Experience in project management.  Bi-lingual
