Job Description

Saylor Consulting Group is seeking a full-time Resident Engineer for San Francisco Bay Area transit infrastructure work supporting a local transit agency client. The project includes an active bridge replacement in San Jose that is half completed. The Resident Engineer will be expected to work on necessary environmental compliance and permitting coordination with agency stakeholders. The ideal candidate will have prior transit experience and knowledge of local environmental compliance and permitting requirements as well as experience mitigating their requirement on projects. The ability to work in-person at the designated Bay Area program office is required. The job has an anticipated duration of up to two years.

Daily Duties

  • Develop project scopes and objectives for the project including measure for environmental compliance and permitting mitigation impacts, involving all relevant stakeholders and ensuring technical feasibility.
  • Coordinate internal resources and third parties/contractors for the execution of projects.
  • Coordinate resource availability and allocation.
  • Assist with development of a detailed project plan to track progress.
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Measure project performance using appropriate systems, tools and techniques.
  • Report and escalate to management, as needed, any issues that may impact cost or the progress of work.
  • Perform risk management to minimize project risks.
  • Establish and maintain relationships with third parties/vendors.
  • Create and maintain comprehensive project documentation.
  • Oversee construction management activities by participating in and conducting planning, preconstruction, coordination, progress, scheduling, and field staff meetings.
  • Ensure all operations, measurements, and inspections are scheduled, ordered, and satisfactorily completed and documented.
  • Monitor and coordinate safety and quality control on projects by ensuring project is constructed in accordance with applicable safety regulations, reporting safety, traffic hazards and defective work to the contractor for correction, and preparing and issuing appropriate reports for compliance documentation.

 

Minimum Qualifications

  • 3+ years’ experience in performing Resident Engineering work for large capital projects.
  • Registration as a Professional Engineer (PE) in California preferred.
  • Experience in environmental compliance and permitting requirements.
  • Bachelor's Degree in architecture, engineering, construction management, planning, landscape architecture, or similar degree.
  • Proficiency in cost estimating, critical path scheduling (CPM) and negotiating/processing change orders, claims, and delays.
  • Knowledge in project control fundamentals (AACE) with superior analytical skills.
  • Demonstrated success working in a fast-paced, project-centric environment.
  • Attention to detail and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Strong organizational and planning skills.
  • Ability to learn organization’s software, programs, and processes in a timely manner.
  • Ability to work independently and complete daily activities according to work schedule.
  • Ability to understand, follow and transmit written and verbal instructions.
