Job Summary:

The Grant Execution Senior Associate is responsible for supporting the full lifecycle of federally funded grant programs, including administration, compliance oversight, financial monitoring, and closeout activities. The role focuses primarily on FEMA Public Assistance and disaster recovery programs, ensuring adherence to federal regulations, accurate financial reporting, and effective support to clients and subrecipients throughout the grant process.

Job Duties:

•    Provides technical and administrative assistance to programmatic areas to support effective grant implementation and compliance
•    Implements grant activities in line with approved plans and compliance standards
•    Monitors and analyzes changes in federal, state, and local policies and regulations; assesses potential impacts to grant programs; and supports preparation of briefings or recommendations to leadership
•    Prepares, tracks, and submits grant-related documentation, including FEMA Requests for Public Assistance, grant applications, Requests for Reimbursement (RFRs), awards and subaward agreements, required financial and performance reports, milestones, deliverables, and closeout documentation
•    Supports the coordination of responses to Requests for Information (RFIs) issued by Federal Awarding Agencies and state agencies, ensuring timely, accurate, and compliant submissions
•    Maintains and organizes recordkeeping practices that support eligible activities and costs in accordance with federal regulations and program requirements
•    Assists in coordinating efforts among grant management teams and other external teams to verify, validate, and reconcile documentation across grant management and financial systems to ensure consistency, accuracy, and regulatory compliance
•    Reviews and assesses internal policies and procedures related to grant administration, compliance, and financial management
•    Assists in the preparation for supporting monitoring activities, site visits, and audits conducted by Federal Awarding Agencies or state agencies, including the development of corrective action responses as needed
•    Collaborates with grant management teams to identify, escalate, and resolve grant management or compliance issues
•    Gathers and prepares documentation to support grant closeout readiness, identifies deficiencies in procedures, and implements corrective actions to ensure timely and compliant closeout
•    Other duties as required

Supervisory Responsibilities: 
•    No direct supervisory responsibilities
•    Provides task-level guidance to Grant Execution Associates, support resources, or contractors

Qualifications, Knowledge, Skills and Abilities:

Education:
•    Bachelor’s degree in Business Administration, Finance, Accounting, Public Administration, Project Management, Communications, or Public Relations, required

Experience:
•    Three (3) years of experience managing FEMA Grants (Public Assistance, Section 428 Alternative Procedures, 404 Hazard Mitigation and/or 406 Mitigation), preferred
•    Experience supporting grant management, program management, or grant compliance tasks for federal funding, preferred
•    Experience with multi-source programs, preferred

Language:
•    Fully bilingual in English and Spanish, required

Certifications/Licensure:
•    N/A

Software:
•    DRS (Disaster Recovery Solution) platform knowledge, required
•    Grants Portal (FEMA) platform knowledge, preferred
•    Basic knowledge of MS Office Applications (Word, PowerPoint, Outlook, Excel), preferred

Other Knowledge, Skills, & Abilities:
•    Knowledge of 2 CFR 200 and Stafford Act compliance and program implementation under such regulations
•    Strong organizational and multitasking skills
•    Ability to create and maintain communication channels with stakeholders, clients, and external teams
•    Superior attention to detail and ability to meet tight deadlines
•    Strong analytical and problem-solving skills
•    High level of integrity and discretion
•    Ability to work effectively with minimal supervision
•    Ability to communicate complex information clearly to diverse audiences
