The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.Â

POSITION SUMMARY:
This Associate Director of Client Services position is a management level classification. As a member of RCEB’s leadership team, this role is responsible for implementing the agency’s mission, values, and strategic priorities; ensuring compliance with all state and federal laws and California Department of Developmental Services (DDS) requirements; and developing strong, effective leadership capacity across the Client Services Department as a whole and specifically within the Young Adults division. This role will be responsible for oversight and day-to-day operations of the Young Adult division. This role will maintain the responsibility of implementing systems that enhance overall organizational and operational effectiveness through inter-division collaboration, while providing a high level of customer service to all partners and customers. This position requires a high level of cross-functional critical thinking and problem solving, exceptional communication skills, and an ability to function in fast-paced environments with competing priorities. This position should exhibit a high level of discretion when navigating sensitive matters, ensuring trust, confidentiality, and thoughtful decision-making. This position will report to the Director of Client Services.
DUTIES AND RESPONSIBILITIES:
- Provide expertise, support, leadership and training needed for staff to ensure high-quality service coordination services to clients and their families.
- Maintain staff and management of competency standards through performance evaluations, review and compliance with organizational and state required competencies and client interactions, and identifying gaps with training and service coordination requirements.
- Maintain compliance with all pertinent State and Federal regulations including HCBS (Medicaid Waiver) and self-determination programs.
- Manage and implementation of special case management projects as they arise.
- Oversight of specialized teams and positions based on agency need.
- Be able to serve as a subject matter expert and ensure operational implementation of best practices for case management services for individuals with intellectual and/or developmental disabilities.
- Participate in the development and implementation of the organizational strategic plan, maintain annual RCEB performance metrics, and is responsible for meeting the goals and objectives outlined in these plans.
- Serve as an active participant and engager on the management team.
- Identify agency needs through ongoing assessment and stakeholder engagement, implement policies and procedures to address identified gaps, and maintain internal controls that achieve a high compliance rate and timely resolutions.
- Demonstrate cultural awareness and sensitivity; and the ability to work effectively with diverse populations.
- Conduct other duties as required.
EXPERIENCE AND CAPABILITIES:
- Demonstrate extensive knowledge and understanding of the principles, techniques and standards of social work and case management practice.
- Demonstrated leadership qualities and management skills: ability to analyze problem situations and develop effective solutions.
- Proven track record demonstrating the ability to:
- select, supervise and evaluate the performance of others
- interpret and apply a variety of relevant legal requirements and policy standards
- synthesize information from multiple resources and create action plans for management and supervisory staff
- deliver clear and concise instruction and information at all levels of engagement and with different audiences
- organize, establish and maintain productive and professional relationships with community groups, the Department of Developmental Services, service providers, colleagues, and others
- prepare and deliver clear and concise reports
- Subject matter expertise of case management services to young adults with Intellectual and Developmental Disabilities required.
MINIMUM QUALIFICATIONS:
- Master's degree in social work, Rehabilitation Counseling, Psychology or related field and five years of management/supervisory experience at a regional center OR a bachelor's degree in social work, Rehabilitation Counseling, Psychology, or related field and eight years of management/supervisory experience at a regional center.Â
- Experience in developing, writing, and implementing policies and procedures.
- Excellent organizational skills, including the ability to plan a course of action and follow-through in a timely manner.
- Computer proficiency required, including the ability to use standard office software and related systems.
- Access to a reliable automobile and possession of a valid driver’s license are required.
PHYSICAL REQUIREMENTS:
The physical requirements described below are representative of those necessary to perform the essential functions of this position, with or without reasonable accommodation.
- Primarily sedentary work involving frequent computer use and routine movement within the workplace.
- Occasionally lifts and carries work materials and equipment, such as a laptop, weighing up to 10 pounds.
- Ability to travel to client homes, office locations, provider sites, and other community settings, as required.
WORK ENVIRONMENT:
- Work is generally performed in an office environment with moderate noise.
- The position may occasionally involve interaction with individuals experiencing distress.
