This Opportunity

WSP is seeking a Senior Construction Manager to lead delivery of our Sound Transit Construction Management (CM) MATOC and support strategic growth across our regional CM practice. This is a senior leadership role responsible for program-level execution, client relationship management, pursuit support, and internal team leadership.

The position serves as a key interface with Sound Transit and other major public agency clients and plays a central role in advancing WSP’s construction management presence in the Pacific Northwest.

Your Impact

Program & Contract Manager

  • Lead execution of the Sound Transit CM MATOC, including task order planning, staffing, and delivery oversight. WSP is a sub consultant to multiple firms and the candidate will coordinate with each of our prime consultants.
  • Manage scope, schedule, and budget performance across multiple concurrent assignments
  • Ensure all services align with contract requirements, agency standards, and applicable agency guidelines 
  • Oversee quality of construction management services, including documentation, reporting, and compliance with project controls practices
  • Provide senior-level issue resolution on complex construction and contract matters

 

Construction Management Oversight

  • Provide technical leadership and guidance to Construction Managers, Resident Engineers, and inspection staff
  • Support resolution of field issues, utility conflicts, and constructability challenges 
  • Perform periodic audits or reviews of project documentation and controls to ensure defensibility and compliance 
  • Mentor staff on construction inspection practices, documentation standards, and materials compliance

 

Client Management & Business Development

  • Serve as a primary client contact for Sound Transit and support broader agency engagement
  • Identify and lead pursuit strategies for new CM opportunities (MATOCs, task orders, and standalone projects)
  • Collaborate with marketing teams to develop proposals, interview strategies, and win themes
  • Maintain and expand relationships with key clients, partners, and subconsultants

 

Marketing & Strategic Growth

  • Support regional CM growth strategy, including pipeline tracking and positioning for upcoming procurements
  • Contribute to capture planning, teaming strategies, and pricing approaches
  • Participate in industry events and client outreach to strengthen WSP’s market presence

 

People Leadership & Operations

  • Lead and coordinate multidisciplinary CM teams across multiple projects
  • Monitor staffing needs, ensure appropriate resource allocation, and support recruitment efforts 
  • Provide mentorship, performance guidance, and career development support for staff
  • Promote a collaborative, safety-focused, and solution-oriented team culture
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field
  • 12+ years of construction management experience on major infrastructure projects
  • Demonstrated experience with transit, transportation, or public agency projects
  • Experience managing multi-project or program-level CM contracts (e.g., MATOC, IDIQ)
  • Strong knowledge of WSDOT Standard Specifications, Construction Manual, and LAG requirements 
  • Proven ability to manage scope, schedule, and budgets across complex programs 
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

 

Preferred Qualifications

  • Professional Engineer (PE) or CCM certification
  • Experience working with Sound Transit or similar agencies
  • Established relationships in the Pacific Northwest infrastructure market
  • Demonstrated success in proposal development and business capture
