PURPOSE:

Provide the leadership, direction and expert oversight to ensure that safe, high quality and timely maintenance and construction work occurs during turnarounds, capital construction projects, and routine maintenance.  Reports to the Refinery Maintenance & Turnaround Manager.

 

KEY OBJECTIVES AND RESPONSIBILITIES:

  • Ensure safety and reliability of refinery fixed equipment.
  • Inspect or cause to be inspected all equipment and piping which is critical and/or subject to periodic deterioration.
  • Develop piping and fixed equipment inspection plans, in accordance with API 510, API570 and API 653, using risk-based methodology.
  • Develops methods to analyze and identify the most cost effective recommendations for repairs, materials selection and other remedial action in support of long-term reliability.
  • Select cost effective inspection techniques to provide reliable assessment of refinery equipment remaining life.
  • Interpret and evaluate inspection and NDE data.
  • Responsible for developing and maintaining an accurate record keeping system for all inspection files.
  • Responsible for maintaining integrity of PCMS database; capable of running reports to track compliance and flag integrity issues.
  • Participate in the planning of temporary repairs and approve the execution of such repairs.
  • Develop and maintain fixed equipment inspection procedures/practices.
  • Develop and maintain records in support of Calumet Welding procedures.
  • Ensure that welder qualifications are current for techniques employed.
  • Review design/fabrication drawings and perform fabrication shop/field inspection to ensure conformance to specifications.
  • Provide technical support to production teams.
  • Coordinate with Maintenance and Operations to ensure that equipment is opened in a logical and efficient manner and the inspection/repair report is available quickly for planning purposes. 
  • Manage the daily activities of outside inspection contractors during turnarounds and special activities. 
  • Independently inspect and monitor all repair and construction work to be certain it is being done per the plans and adheres to all specifications and codes required.
  • Responsible for reviewing the activities and quality of contractors in conjunction with their QA/QC representative.
  • May train and oversee the work of other Inspectors.
  • Other duties as assigned

 

REQUIRED EDUCATION/EXPERIENCES:

  • High School Diploma or GED.
  • Certified National Board of Boilers & Pressure Vessels Inspector, (NBIC) required or API 510 Certified
  • VT, UT, PT, MT, RT film interpretation experience required.
  • Minimum of 10 years’ experience in the inspection of fixed equipment and piping systems required.  
  • Extensive working knowledge of all ASME, ANSI, API & NBIC Codes required 
  • Experience with inspection techniques and tools required

 

PREFERRED EDUCATION/EXPERIENCES:

  • API 653 and API 570 Certified preferred
  • Familiarity with Ultra pipe preferred
