PURPOSE:

 

Responsible for driving PSM/RMP program compliance for the site. This position is expected to interact daily with plant personnel to identify, develop, and manage PSM projects. The PSM Engineer will drive and steward the PSM program for the site, provide daily support, develop and update procedures, coordinate audits and inspections, and review and incorporate updates from the local, state, and federal State requirements with respect to elements of Process Safety Management. Will work with the technical, operating, maintenance and reliability groups at CSR to develop effective programs and management systems for Management of Change (MOC). This includes providing the tools for the managers to deliver to the field employees, provide guidance for tracking and resolving findings and action items. Conducts reviews of work completed and determine if appropriate management of change work processes were followed. Acts as site learning from incidents coordinator.  Identify and coordinate actions which are an outcome for the learning program.  Ensures the actions are appropriately assigned and in recommendation tracking tool.

 

STRATEGIC OBJECTIVES AND KEY DELIVERABLES

General:

  • Interface with other plant functions including Operations, Health and Safety, Environmental, Process Engineering, Maintenance, Lab, etc.
  • Work will require working independently as well as part of a team.
  • Coordinates OSHA Process Safety Management and EPA Risk Management Program (RMP) programs for the site.
  • Relates background and experience in process engineering, unit operations, incident investigations and small project management.
  • Assists the HSE Manager in PSM/RMP program improvement and stewardship activities as needed

 

PSM:

  • Drive improvement of the site PSM program by working with other functions to ensure compliance and implement improvements.
  • Analyze and present Management of Change metrics.  Prepare and track refinery metrics for the assigned MOC work process.
  • Manage the Management of Change process.
  • Oversee the management of Safe Operating Limits (SOLs).
  • Steward the PSI management (Process & Instrument Diagrams, PFD’s, Process Schematics, Block Diagrams)
  • Lead/Participate in Process Hazard Analysis reviews for MOC.
  • Manage PHA Schedule.
  • Manage Action item assignments and closure tracking process.
  • Facilitate/Participate in HSE incident investigations.
  • Coordinate Facility Siting Study and site Trailer Management activities.
  • Develop PSM management system at CSR to insure integration with Corporate Goals and Objectives. 
  • Coordinate RMP updates.
  • Coordinate PSM/RMP training, awareness, and communication to CSR employees

 

ESSENTIAL ATTRIBUTES (Subjective Requirements):

 

  • Candidate must be highly organized, self-motivated, and able to work with minimal supervision.
  • Willingness to spend time in the field.
  • Capable of demonstrating the necessary leadership that will make this individual successful in this role.

 

POSITION REQUIREMENTS (Education, Experience, and Skill Set):

 

  • Minimum bachelor’s degree in chemical engineering or equivalent required.
  • 3-5 years of experience in petroleum refinery process engineering and unit operations.

 

EXPERIENCE AND SKILLS:

 

  • Understands OSHA PSM, PHA’s, PSSR’s, MOC, etc.
  • Able to multitask and handle multiple projects and deadlines.
  • Strong analytical and problem-solving skills.
  • Good communication, time management and interpersonal skills
  • High level of proficiency with MS Office (Word, Excel, PowerPoint, etc.)
  • Good communications skills required, ability to write reports, business correspondence, and procedure manuals required.
  • Effective team skills that will make this individual successful in this role.
  • Capability of working with all levels of the organization.

 

PREFERENCES:

 

  • Experience with federal PSM/RMP Regulations and Louisiana Process Safety Requirements
  • Familiar with process hazard analysis software and PHA methodologies.
  • Familiar with incident investigation methodologies.
  • Refinery operations including Crude Oil Distillation, Hydrotreating, and Hydrogen generation via steam/methane reforming preferred.
  • Experience in refining or petrochemical setting
  • Experience in LOPA
