Summary

This position will be responsible for the overall management of a specific section (as defined below), which includes recommendations on hiring, performance review counseling and disciplinary actions of staff. Under limited supervision, directs and supervises assigned personnel and daily activities to ensure efficient and uninterrupted operations. Monitors and assesses section performance to ensure established targets are achieved through process-improvement initiatives. This position is responsible for being knowledgeable in all aspects of the department and is competent to perform the tasks required by members of the team. This position serves (for this function across all laboratory sites) as a technical resource person and facilitates the guidance, on-going education and training of staff. Assists the Laboratory Director to develop and monitor financial budgets. Ensures compliance and provides interpretation of procedural intent as requested and/or required
Responsibilities

(30%)* Responsible for HR issues including coaching, counseling of employees, adherence to policies and procedures, education of staff on customer service skills to maintain consistency and high level of motivation. Responsible for completing JPR�s on the team within areas of responsibility. Responsible for knowledge of Kronos in regards to schedules and approving time.

 

(30%)* Responsible for participating in applicant screening and new employee hiring. Supervises, coordinates and participates in work activities for entire department. Delegates responsibility and authority to appropriate individuals. Develops goals and objectives for personnel to assure continued growth and improvement.

 

(30%)* Responsible for communications in the lab by keeping staff informed of changes and ensuring all areas of responsibility are functioning with same guidelines and processes. Coordinate policies and any changes with other departments. Organize staff meetings and assisting with presentations/speakers and distribution of minutes. Attend monthly laboratory leadership meetings to communicate actions and needs to the team. Manage effective communication with staff members having area responsibilities.

 

(10%)* Reviews CLIA, CAP, Joint Commission, AABB, MDCH, and OSHA guidelines to assure compliance. Assists in the creation and revision of policies and procedures as needed and maintain manuals and make changes according to CAP requirements. Prepares for inspections and meets with regulatory surveyors.

 

OTHER DUTIES AND RESPONSIBILITIES:

Collaborates with inter/intra departmental process teams. Meets hospital goals.

 

Responsible to maintain high quality, high value laboratory services, through ongoing learning and research, commSectiony need assessments and committee participation.

 

Evaluate statistical performance on quality and financial metrics and is responsible for response and corrective action Collaborates on development of operating and capital budgets, including the selection of equipment and meeting personnel needs.


For Moderate and high complexity tests, this position may serve as the Technical Consultant (CLIA definition) or Technical Supervisor (CLIA definition), defined in laboratory policy to ensure:
� Appropriate test method selection.
� Adequate method verification in order to determine the accuracy and precision of the test;
� Enrollment of the laboratory in a CMS-approved proficiency testing (PT) program for the test performed;
� PT samples are tested in accordance with the CLIA requirements;
� PT results are returned within the time frames established by the PT program;
� PT reports are reviewed by the appropriate staff;
� Corrective action plans are followed when PT results are found to be unacceptable or unsatisfactory;
� Quality assessment and quality control programs are established and maintained;
� Acceptable analytical test performance are established and maintained for each test system;
� Remedial actions are taken and documented when significant deviations from the laboratory�s established performance characteristics are identified, and patient test results are reported only when the system is functioning properly;
� Personnel have been appropriately trained and demonstrate competency prior to testing patient specimens;
� Policies and procedures are established for monitoring personnel competency in all phases (preanalytic, analytic, and postanalytic) of testing to assure the ongoing competency of all individuals who perform testing;
� Remedial training or continuing education needs are identified and training provided
� An approved procedure manual is available to all personnel.
� Orientation is provided to all testing personnel.

�Employee competency assessments are complete in the established time frame.

EXPERIENCE, TRAINING AND SKILLS:

Two (2) to four (4) years supervisory experience in a clinical laboratory or equivalent working experience within specific area of expertise required.

 

Leadership skills needed to effectively direct a group.

 

Basic computer skills and knowledge.

 

Knowledge of basic marketing techniques and financial analysis. Written and interpersonal skills needed to communicate successfully with individuals and groups and interact with people at all levels to communicate ideas and concepts in a clear and understandable manner.

 

Must follow MyMichigan Health bloodborne pathogen and TB testing as required Mandatory Occupational Safety and Health Administration (OSHA) training must also be completed annually according to the Exposure Control Plan.

PHYSICAL/MENTAL REQUIREMENTS AND TYPICAL WORKING CONDITIONS:

Exposure to stressful situations, including those involving public contact, as well as, trauma, grief and death.

 

Able to wear personal protective equipment that includes latex materials or appropriate substitute if required for your position.

 

Is able to move freely about facility with or without an assisted device and must be able to perform the functions of the job as outlined in the job description.

 

Overall vision and hearing is necessary with or without assisted device(s).

 

Frequently required to sit/stand/walk for long periods of time. May require frequent postural changes such as stooping, kneeling or crouching.

 

Some exposure to blood borne pathogens and other potentially infectious material.  Must follow MyMichigan Health bloodborne pathogen and TB testing as required.

 

Ability to handle multiple tasks, get along with others, work independently, regular and predictable attendance and ability to stay awake.

 

Overall dexterity is required including handling, reaching, grasping, fingering and feeling.  May require repetition of these movements on a regular to frequent basis.

 

Physical Demand Level: Light.  Must be able to occasionally (0-33% of the workday) lift or carry 11-20 lbs., frequently (34-66% of the workday) 10 lbs. and or Walk/Stand/Push/Pull of Arm/Leg controls.
