Description
The Buildings & Properties Program Administrator provides centralized oversight and administration of the Tribe’s buildings and real property, including property tax and PILT administration, project and contract management, competitive procurement and vendor coordination, building and property inspections, and oversight of third-party property management services. This position works collaboratively across Tribal departments to promote accountability, proper stewardship, and long-term management of Tribal property assets.
Essential Duties:
- Manages assigned building, property, renovation, repair, and capital improvement projects from planning through completion, including scope, budget, schedule, procurement, implementation, and closeout.
- Coordinates competitive bidding and procurement for assigned projects, contracted services, and property needs, including developing scopes of work, soliciting quotes or proposals, evaluating vendors, and documenting selections in accordance with Tribal procurement requirements.
- Administers assigned property and building-related contracts, including development, routing, renewals, amendments, deliverables, expenditures, vendor compliance, and closeout.
- Monitors contractors and vendors performance to ensure services and projects are completed in accordance with approved contracts, scopes of work, schedules, and budgets.
- Reviews project and contract-related invoices, expenditures, change orders, and supporting documentation for accuracy and verifies completion of work prior to recommending payment.
- Administers the Tribe’s property tax and Payment in Lieu of Taxes (PILT) processes, including assessments, exemptions, payments, reconciliation, documentation, and coordination with applicable jurisdictions and Tribal departments.
- Maintains records and tracking systems for Tribal-owned real property, including parcel information, ownership and tax status, assessments, agreements, and other property-related documentation.
- Serves as the primary Tribal liaison with third-party property management companies for assigned Tribal-owned rental properties and monitors performance, expenditures, maintenance, property conditions, and significant repair or capital needs.
- Conducts and documents routine inspections of assigned Tribal buildings and properties to identify maintenance deficiencies, property damage, safety concerns, and repair or replacement needs.
- Coordinates building and property needs with the Facilities Manager and other appropriate departments, including specialized inspections, assessments, or professional evaluations as needed.
- Develops and maintains procedures, tracking systems, and internal controls for property administration, procurement, contracts, projects, inspections, and vendor management.
- Provides reports, project updates, cost information, and recommendations to leadership to support budgeting, capital planning, risk management, and long-term stewardship of Tribal property assets.
Additional Duties:
- Assists with due diligence and documentation related to Tribal property acquisitions, dispositions, leases, transfers, or changes in property status.
- Coordinates with Finance, Legal, Procurement, Risk Management, Facilities, Realty/Lands, and other departments on assigned property, contract, project, and financial matters.
- Assists with annual budgeting and long-range planning for major building repairs, replacements, property improvements, and capital needs.
- Assists with property insurance schedules, inspections, claims documentation, loss prevention, and corrective actions.
- Research grants, rebates, incentives, and other funding opportunities to support property improvements, capital projects, or energy-efficiency initiatives.

Requirements
- Ability to regularly travel between and access Tribal buildings and properties to conduct inspections.
- Ability to manage multiple projects, contracts, and priorities while meeting established deadlines.
- Ability to interpret and apply contracts, procurement requirements, policies, and other property-related requirements.
Education & Experience:
Education Required:Â Â
- Associate degree in Business Administration, Public Administration, Property Management, Construction Management, Project Management, Real Estate, or a related field. An equivalent combination of relevant education and experience may be considered in lieu of the degree requirement.
Education Preferred:Â Â
- Bachelor’s degree in Business Administration, Public Administration, Property Management, Construction Management, Project Management, Real Estate, or a related field..
Experience:
- Five (5) years of progressively responsible experience in property management, project management, contract administration, procurement, construction administration, or a related field.Â
- Experience tracking project budgets, expenditures, invoices, and related financial documentation.
- Experience managing building, renovation, repair, or capital improvement projects, contracts, vendors, and competitive procurement. Â
- Experience with property tax or PILT administration.Â
- Experience working within Tribal government or another governmental organization is highly desirable.
Certifications/Licenses:
- Must have and maintain a valid and unrestricted Washington State driver license.
- Relevant professional certification in project management, procurement, contract management, property management, building inspection, or construction safety is preferred.

- Ability to obtain and maintain required training and certifications.Â

- Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.
Work Environment:
The work environment includes an office environment in a controlled atmosphere building. Work environment varies and may include outdoor work in all types of weather. Noise levels are typically low to moderate but will also include high noise levels at times. Work environment will also include construction environments where safety precautions may be necessary. Hybrid work arrangements may be possible in accordance with the Tribe’s Telecommuting Policy.

Additional Information:
- Salary compensation will be determined based on experience and starts at $88,726.03 per year. This position is a regular full-time position and employment is at will.
