PURPOSE STATEMENT: Harvey West Studios (HWS) is the largest permanent supportive housing facility in Santa Cruz County, home to 120 residents. The HWS Community Program Manager will oversee resident care at Harvey West Studios, and act as a coordinator to connect residents with support services to ensure long term stability. The ideal candidate possesses strong crisis management capabilities, demonstrates the ability to apply the principles of Housing First, Trauma-Informed Care, and Harm Reduction, and has proven experience effectively implementing and maintaining clear rules and boundaries. This position will report to the Housing Matters Chief Compliance Officer.

EDUCATION/ EXPERIENCE REQUIREMENTS -Â Any combination of training and experience which would provide the required knowledge and abilities is qualifying. Typical ways to obtain this knowledge would be:Â
- 5+ years of experience in providing direct social services to disenfranchised communities required
- 3+ year of experience with program management and housing stabilization
- Supervisory experience requiredÂ
- Experience managing residential care or permanent supportive housing programs
- Master’s degree preferred. Bachelor’s degree in related field or equivalent work experience required.
- Bilingual English and Spanish speaking preferred
SPECIAL REQUIREMENTS:
- Possession of a valid California Class C Driver's License, or must be able to provide suitable transportation which is approved by the organization as required.Â
Thorough Knowledge of:
- Training and expertise knowledge of the following areas are required: De-escalation, Motivational Interviewing, Trauma Informed Care, Strengths Based Case Management, Principles of Housing First, Harm Reduction
- CPR and First Aid training preferred (training available upon hire and offered by facility).
- Proficient computer skills required (Microsoft and google suite). HMIS or database management experience required.Â
Typical Job Duties:
- Develops goals, objectives, and action steps for Outreach staff and program activities
- Conduct ongoing program evaluations, implementing changes when necessary
- Ensure that the program complies with government grant requirements, including providing monthly program data reports to the Chief Initiatives Officer and Grants Analyst
- Develop or update policies and procedures manuals for the program
- Assist and work with a team of outreach specialists who work within various targeted funding streams to locate, secure, place, and stabilize participants in their own homes.
- Oversee the utilization of the Housing Needs Assessment as an intake assessment and the Housing Action Plan as the ongoing case management tool to assess the progress of participants and the performance of case managers.
- Oversee compliance with Outreach documentation requirements
- Identify areas of needed training and development and work with the Director of Campus and Housing to prioritize and schedule training within budgetary guidelines and constraints
- Become a community leader in serving homeless men, women, and children.

Essential Functions:
- Oversees and connects residents with support services for housing stabilization.Â
- Manages a Supportive Housing Case Manager who provides case management services to residents.Â
- Creates and oversees processes, policies and procedures for residents and visitors that aligns with Housing First ideologies and Housing Matters’ mission, vision and values.
- Effectively implements and upholds rules and boundaries that support a safe and healing environment for all residents.Â
- Collaborates with staff and community partners to facilitate placement of residents and ongoing stabilization services including leading recurring service coordination meetings and ensuring effective delivery of stabilization servicesÂ
- Proactively addresses residential needs, including facilitating conflict resolution, mediating disputes, and reinforcing community standards.
- Facilitates and implements programming that supports community integration of residents at Harvey West Studios and the broader Santa Cruz community.
- Creates and administers onboarding experience to welcome new residents into the community and support with a successful transition into housing.Â
- Ensures efficient program administration and compliance with grant and documentation requirements.
- Mentors and support staff; schedules and maintains weekly 1x1s and team meetings.Â
- Models and maintains confidentiality and demonstrates dignity and respect of all participants and residents at all times.Â
- Meets all administrative requirements including providing KPI reporting, monthly program data reports, recordkeeping, data entry, HMIS, attending staff meetings, etc.
- Understands and implements principals of Housing First, Harm Reduction and Trauma Informed Care in all interactions.
- Collaborates closely with the property management company to ensure compliance with and maintenance of all housing and safety requirements.Â
- Works in collaboration with a team of shelter program managers, facilities manager, to improve the experience of residents and shelter guests and ensure a safe, clean, and welcoming environment.Â
- Act as a community leader in serving individuals and families experiencing homelessness.Â
- Completes all manager duties including hiring, supervision and performance monitoring.
- Manages grants and funding sources for assigned programs.
- Engage in communication of housing, and other relevant services to program participants
