Position Summary
The HR Analyst provides analytical, technical, and operational support to the Human Resources Department. This position is responsible for preparing HR reports, maintaining position control, supporting HR budget preparation, assisting with HR system implementation, and analyzing workforce data to support staffing, compliance, compensation, recruitment, performance management, and organizational planning.
The HR Analyst works closely with Human Resources, Finance, Payroll, and department leadership to ensure employee, position, payroll, and workforce data are accurate, timely, and aligned with City operations.
Essential Duties and Responsibilities:
HR Data and Reporting
- Collects, reviews, and analyzes HR data related to staffing, vacancies, turnover, compensation, recruitment, performance evaluations, training, payroll, and workforce trends.
- Prepares monthly, quarterly, and annual HR reports, dashboards, charts, summaries, and workforce metrics to support HR leadership and department decision-making.
- Ensures HR reports are accurate, timely, confidential, and useful for planning, compliance, and operational needs.
Position Control
- Maintains position control records to ensure authorized positions, filled positions, vacancies, frozen positions, funding sources, job titles, departments, salary grades, FLSA status, and reporting structures are accurate.
- Tracks new positions, eliminated positions, reclassifications, transfers, promotions, separations, and vacancies.
- Prepares position control reports, staffing reports, vacancy reports, salary reports, and workforce reports for HR, Finance, Payroll, and department leadership.
Finance and Payroll Support
- Works with Finance and Payroll to support position reports, salary projections, budget reports, personnel cost reports, payroll data, and workforce-related financial information.
- Supports HR budget preparation by gathering staffing data, salary information, vacancy information, training expenses, position control data, and departmental expense information.
- Assists with aligning HR data with approved staffing levels, payroll information, and budgeted positions.
ERP, ADP, Payroll, and HRIS Reporting
- Creates and maintains reports using ERP systems, payroll platforms, ADP, HRIS systems, Microsoft Excel, and other reporting tools.
- Extracts, reviews, and analyzes payroll and workforce data to support HR operations, reporting, compliance, and decision-making.
- Supports data accuracy and confidentiality when preparing and distributing reports.
Recruitment and Workforce Planning
- Tracks recruitment activity, job postings, applicant flow, time-to-fill, onboarding progress, vacancies, and staffing needs.
- Analyzes recruitment and workforce trends to identify opportunities for improvement.
- Supports workforce planning by tracking staffing levels, vacancies, turnover, succession needs, retirements, and hard-to-fill positions.
Classification and Compensation
- Assists with job classification reviews, salary surveys, job description updates, position audits, and compensation studies.
- Reviews job duties, salary ranges, pay grades, organizational structures, and market data to support classification and compensation recommendations.
HR Compliance and Records
- Supports compliance with federal, state, and local employment laws, City policies, civil service rules, union agreements, and internal HR procedures.
- Assists with HR audits, records management, policy updates, compliance tracking, and documentation.
- Maintains confidential employee records and ensures HR data is accurate and complete.
Employee Relations and Performance Tracking
- Assists with tracking employee relations matters, disciplinary actions, grievances, investigations, performance concerns, and corrective action trends.
- Monitors completion of performance evaluations, probationary reviews, merit reviews, and employee development plans.
- Prepares reports identifying overdue evaluations, completion rates, and performance-related trends.
System Implementation and Process Improvement
- Supports HR system implementation, upgrades, testing, data validation, workflow review, report development, user training, and process improvement.
- Works with HR, Finance, Payroll, IT, and vendors to ensure system data, workflows, and reporting needs are properly developed and maintained.
- Assists with special HR projects, department improvements, HR audits, employee engagement surveys, training initiatives, position control clean-up, and organizational updates.
Additional Duties
- Tracks employee training compliance.
- Prepares recruitment, vacancy, turnover, staffing, payroll, and position control reports.
- Supports employee engagement surveys and action planning.
- Monitors EEO, diversity, and workforce demographic data.
- Supports public records requests related to HR information.
- Coordinates data for audits, accreditation, compliance reviews, and internal reporting.
- Performs other related duties as assigned.
Minimum Qualifications
- Bachelor’s degree in Human Resources, Public Administration, Business Administration, Data Analytics, Finance, Organizational Development, or a related field required.
- Minimum of five years of human resources experience required.
- Three to five years of experience working as an HR Analyst or in a closely related HR data, HRIS, position control, compensation, workforce planning, payroll reporting, or municipal HR role preferred.
- Experience creating reports using ERP systems, payroll systems, ADP, HRIS platforms, Microsoft Excel, and other data reporting tools required.
- Experience working with payroll platforms, including ADP, required.
- Experience supporting HR system implementation, system upgrades, data validation, workflow testing, report development, or process improvement required.
- Public sector, city government, county government, or municipal HR experience preferred.
Required Knowledge, Skills, and Abilities
Knowledge of HR practices, employment laws, HR policies, recruitment, employee relations, performance management, classification and compensation, HR reporting, and workforce planning.
- Ability to create, analyze, and maintain HR reports using ERP, ADP, payroll, HRIS, and Excel reporting tools.
- Knowledge of position control, staffing reports, vacancy tracking, payroll reports, salary reports, and workforce data.
- Ability to support HR budget preparation and prepare workforce-related budget data.
- Ability to work with Finance and Payroll on position reports, staffing data, salary projections, payroll information, and personnel cost information.
- Experience supporting HR system implementation, system testing, data validation, and report development.
- Strong analytical, problem-solving, communication, and organizational skills.
- Strong attention to detail and ability to maintain accurate and confidential information.
- Ability to manage multiple priorities and work effectively with HR staff, Finance, Payroll, department leaders, vendors, and employees.
Preferred Qualifications
- Municipal, county, or public sector HR experience.
- Experience with ADP, Tyler Munis, UKG, Workday, Oracle, SAP, NeoGov, or similar HRIS, ERP, payroll, or applicant tracking systems.
- Advanced Microsoft Excel skills, including pivot tables, formulas, data validation, charts, and report formatting.
- Experience preparing workforce dashboards, position control reports, compensation reports, payroll reports, and budget-related staffing reports.
