Position Summary
ISI is seeking one full-time onsite Lead Project Manager to support a Federal agency in Laurel, Maryland for Facility Engineering Support Services.
The Lead Project Manager will serve as the designated site lead for the project team and primary contractor point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) on personnel, schedule, workload, and team coordination matters. The Lead Project Manager will provide day-to-day project management support for construction and facility service projects, coordinate with Government customers and contractors, review schedules and design documents, support acquisition activities, and help ensure disciplined performance across the contract team.
Key Responsibilities
- Serve as the designated site lead for the project team and primary contact with the Government on personnel-related matters
- Provide direction to the project team and coordinate schedules, workload, and day-to-day priorities
- Provide oversight of construction-related activities for assigned contracts and projects
- Support the COR by performing project management tasks for construction and service projects
- Coordinate with Government customers, contractors, project managers, QA inspectors, office engineers, and other stakeholders
- Review construction schedules and design documents; identify issues, risks, and recommended mitigation strategies
- Develop solutions to construction problems and existing conditions encountered in the field
- Support Government acquisition activities, including offeror questions, site orientation visits, and joint Government/contractor meetings
- Draft technical responses to change orders and support review of contract modifications
- Prepare or support Statements of Work, project scopes, and cost estimates for new contracts and contract modifications
- Maintain and coordinate project documentation, including schedules, meeting notes, action items, RFIs, submittals, change items, and project status information
- Support monthly work item reports and monthly performance update meetings with the CO, COR, and contractor management
- Communicate clearly, take initiative, and maintain project ownership in a fast-paced facility engineering environment
Minimum Qualifications
Education and Experience:
- Four (4) year degree in Construction Management, Engineering, or related field OR Equivalent experience in lieu of degree
Experience Requirements:
- Minimum ten (10) years of project management experience on commercial or Government construction projects
- Experience providing day-to-day project management support for construction or facility service projects
- Experience coordinating with customers, contractors, project teams, and senior stakeholders
- Experience reviewing construction schedules and design documents
- Experience reviewing contractor submittals for contract conformance
- Experience supporting field issue resolution and developing solutions to construction problems or existing conditions
- Experience supporting change order review, technical responses, contract modifications, or related construction administration processes
- Experience leading or coordinating a multidisciplinary project team preferred
- Federal construction, facility engineering, owner’s representative, or secure facility experience preferred
- PMP or other project management certification preferred

- Ability to complete required security documentation and background/suitability processes
- Ability to work full-time onsite in Laurel, MD
- Ability to travel to other locations to review best practices
Work Setting/Environment/Travel Requirements:
- Full-time onsite at Laurel, MD.Â
- Travel may be required to other locations, including Washington, DC.
- This job operates in active construction environments and professional office environments.
- Normal business hours are eight hours daily between 0600 and 1700, Monday through Friday. You will be expected to report onsite daily unless the campus is closed. The position may require coordination outside normal hours when project schedules, meetings, or field conditions require it.

Physical requirements include the ability to remain in a stationary computer position for extended periods, walk and stand during site visits or facility inspections, attend in-person meetings, review field conditions, and communicate effectively in written and oral formats.
