The Payroll Manageris responsible forleading the execution and continuous improvement of Belle Tire's multi-state, high-volume payroll program. This role oversees end-to-end payroll operations, payroll tax compliance, and internal controls, while leading the payroll team and partnering with HR, Finance, and Operations to ensureaccurate,timelypay andan excellentemployee experience.

 

 

WhatYou'llDo

Payroll Leadership & Operations

  • Lead end-to-end payroll operations for all employees and location, ensuring pay is processed accurately and on schedule for all cycles (e.g., weekly, semi-monthly, monthly)
  • Manage multi-state payroll compliance, including tax withholding, unemployment, local taxes, wage and hour rules (overtime, minimum wage), and garnishments
  • Supervises payroll specialists; assign workloads, review work, set quality standards, and provide ongoing training & coaching
  • Partner with HR, Benefits, and Finance on HRIS/payroll interfaces, GL postings, reconciliations, year-end activities (W-2, 1099) and system changes or upgrades
  • Oversee payroll tax compliance, filings, and funding in partnership with external providers
  • Establish andmonitorpayroll controls to ensure compliance with federal, state, and local regulations
  • Serve as the escalation point for complex or sensitive payroll issues and ensuretimelyresolution and communication to stakeholders
  • Build and manage relationships with external vendors and service providers (payroll tax service, UKG support, garnishment administrators)

 

Systems, Process Improvement & Analytics

  • Identify, recommend, and implement process improvements and UKG configuration enhancements to drive efficiency, automation, and accuracy
  • Leverage HRIS/payroll systems (e.g., UKG/UltiPro) and reporting tools to produce actionable insights
  • Lead or support system implementations, upgrades, and integrations related to payroll
  • Define, track, and report key payroll metrics (error rates, reissues, off-cycle checks, processing time, audit findings) and act on trends

 

Compliance & Governance

  • Ensure compliance with all applicable federal, state, and local laws (FLSA, DOL, ERISA, COBRA, etc.)
  • Maintain and update payroll and compensation policies, procedures, and documentation
  • Support internal and external audits related to payroll, compensation, and benefits
  • Ensure confidentiality and proper handling of sensitive employee data in line with privacy and data protection standards

 

WhatWe'reLooking For

MinimumQualifications:

  • 5+ years of experience leading high-volume, multi-state payroll operations
  • Experience with UKG (UltiPro) or similar HRIS/payroll systems
  • Strong understanding of payroll tax regulations and compliance requirements
  • Demonstrated leadership experience with ability to develop and manage a team
  • Strong analytical, problem-solving, and project management skills
  • Advancedproficiencyin Microsoft Excel and reporting tools
  • Ability to manage highly confidential information with discretion
  • Bachelor's degree in HR, Finance, Accounting, or related field (or equivalent experience)

 

Preferred Qualifications:

  • Certified Payroll Professional (CPP) and/or Certified Compensation Professional (CCP)
  • Experience in multi-location or retail environments
  • Experience building or enhancing compensation programs and structures

 

WorkEnvironment

The position is based in an office environment, requiring periods of sitting and the operation of standard office equipment, including computers, phones, and other office tools. Work hours are typically 8-5, Monday through Friday, with occasional evening and weekend hours as needed.
