Spartanburg Housing currently has an opening for a full-time Human Resources Manager.

Overview:

The primary purpose of this position is to direct and manage Spartanburg Housing's Human Resources (HR) department. The position performs duties related to human capital management functions, data collection, and creating and maintaining reports.

Responsibilities include, but not limited to:

  1. Leads all human capital management functions for Spartanburg Housing.
  2. Partners with staff to resolve employee relations situations and grievances; identifies trends in employee relations cases to address root causes.
  3. Updates HR-related data in the HR Information System (HRIS) for Spartanburg Housing; compiles and prepares relevant reports and spreadsheets.
  4. Coordinates recruiting events; posts job ads and receives resumes and job applications; schedules job interviews and assists with coordinating the interview process; coordinates drug testing, background checks, and reference checks.
  5. Leads new employee onboarding, including coordinating the setup of employee log-ins, workstations, email addresses, etc.
  6. Supports the administration of the employee benefits programs as directed, including coordinating insurance enrollments, communicating with service providers concerning program administration, and ensuring compliance with federal, state, and agency policies and regulations.
  7. Processes payroll, including the tracking of vacation and sick time in the HRIS system.
  8. Coordinates the performance review process, ensuring managers and employees receive instructions to complete all reviews, and that the managers have been notified of deadlines.
  9. Maintains HR files and databases by updating and maintaining employee benefit records, employment status, grievances, performance reviews, disciplinary actions, and other HR-related records.
  10. Oversees administration and maintenance of Spartanburg Housing's Personnel Policy and Employee Personnel Policy Handbook.

Requirements:

Bachelor's degree in management, human resources, business administration, or related field and at least three (3) of human resources experience. A minimum of two (2) years of experience providing human resources management support preferred.

Any equivalent combination of education, training, and experience, which, in the sole determination of Spartanburg Housing, provides the required knowledge and abilities, may be considered sufficient.
