Project Controls Lead (Cost and Schedule Integration)

Location: Spring House, PA

Position Summary

The Project Controls Lead will serve as an integrated cost and schedule resource supporting a large, multi-year capital program in Spring House, PA. This role will function as an extension of the Owner's Project Team and will be responsible for supporting the development, implementation, and maintenance of project controls processes throughout the project lifecycle.

The Project Controls Lead will provide comprehensive project controls support including cost management, schedule management, forecasting, reporting, risk management, change management, and project performance analysis. The successful candidate will work collaboratively with project managers, engineering teams, construction managers, contractors, and stakeholders to provide accurate and timely project information that supports informed decision-making and successful project execution.

Required Qualifications

  • Minimum of 10 years of project controls experience supporting capital projects, including both cost and schedule management responsibilities.
  • Experience within the pharmaceutical, life sciences, biotechnology, or other regulated industries.
  • Experience supporting large, complex, multi-year capital programs.
  • Proficiency with Primavera P6 and Oracle Primavera Cloud (OPC) for schedule development, maintenance, and analysis.
  • Experience developing project budgets, forecasts, cash flow analyses, and executive reporting packages.
  • Advanced proficiency with Microsoft Excel and project reporting tools.
  • Strong understanding of project lifecycle processes from planning and design through construction and project closeout.
  • Excellent communication, presentation, and stakeholder management skills.

Key Responsibilities

Cost Management

  • Develop and maintain project budgets, cost reports, forecasts, and cash flow projections.
  • Track commitments, expenditures, accruals, and forecast-to-complete estimates.
  • Perform budget and cost variance analyses and recommend corrective actions when necessary.
  • Support project funding requests and budget management activities.
  • Develop and maintain monthly cost reporting packages for project leadership.

Schedule Management

  • Develop, maintain, and update Integrated Master Schedules utilizing Primavera P6 and/or Oracle Primavera Cloud (OPC) in accordance with project requirements and milestones.
  • Coordinate and integrate contractor and project schedules to support program-level schedule management and reporting.
  • Review contractor schedules for logic, sequencing, milestone alignment, and schedule quality.
  • Perform critical path analyses and identify schedule risks and opportunities.
  • Support schedule integration across multiple project workstreams and stakeholders.
  • Develop schedule recovery and mitigation plans as required.

Forecasting and Project Performance Management

  • Integrate cost and schedule data to provide meaningful project performance metrics and reporting.
  • Develop and maintain project dashboards and key performance indicators.
  • Support earned value management and progress measurement activities, where applicable.
  • Perform trend analyses to proactively identify potential project impacts.
  • Prepare executive-level reporting materials for program leadership.

Risk Management

  • Facilitate project risk identification and assessment activities.
  • Perform Cost Risk Analyses and Schedule Risk Analyses to evaluate project uncertainty and contingency requirements.
  • Develop and maintain project risk registers and mitigation plans.
  • Incorporate risk impacts into project forecasts and reporting.
  • Support quantitative and qualitative risk assessment activities throughout the project lifecycle.

Change Management

  • Support project change management processes, including the evaluation of cost and schedule impacts associated with scope changes.
  • Develop and maintain change logs and change tracking documentation.
  • Coordinate change management activities with project stakeholders and contractors.
  • Ensure approved changes are appropriately incorporated into project budgets, forecasts, and schedules.

Project Planning and Governance

  • Support the development and maintenance of Project Execution Plans and project controls execution strategies.
  • Participate in Integrated Project Reviews and stage gate reviews as required.
  • Support project planning activities during concept, design, procurement, construction, commissioning, and closeout phases.
  • Ensure project controls processes align with program governance requirements and reporting expectations.
  • Establish and maintain project controls standards, reporting requirements, and performance metrics for the program.
  • Lead project controls planning efforts and recommend best practices to support successful program execution.

Stakeholder Coordination

  • Serve as the primary project controls point of contact for cost and schedule management activities.
  • Coordinate with project managers, engineering teams, construction managers, contractors, and other stakeholders to ensure alignment of project controls deliverables.
  • Facilitate project controls meetings and present project performance information to leadership teams.
  • Provide recommendations to support project decision-making and successful program delivery.
  • Mentor and provide guidance to project team members and other project controls resources, as required.

 Preferred Qualifications

  • Experience supporting owner-side project teams on capital projects.
  • Experience integrating cost, schedule, risk, and change management processes.
  • Experience developing project controls standards, reporting tools, and performance metrics.
  • Familiarity with quantitative schedule and cost risk analysis methodologies.
  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related discipline is preferred.
