Position Overview

LRS Federal is seeking a meticulous and seasoned Construction Quality Assurance (QA) Manager to oversee the Quality Assurance program for a federal HVAC, and Electrical upgrade project. In this critical role, you will act as LRS Federal’s primary agent ensuring that all work performed by the Design-Build contractor complies with the General Services Administration (GSA) guidelines, architectural plans, and strict federal specifications.


Mandatory Qualifications ("Must-Haves")

Candidates who do not meet all of the following criteria will not be considered:

  • Experience: Minimum of five (5) years of experience successfully managing quality assurance/quality control (QA/QC) for federal construction projects similar in size, scope, and complexity (specifically major HVAC overhauls, building envelope/glazing upgrades, and electrical modernizations).
  • Design-Build Expertise: Direct, proven QA experience on Design-Build (DB) contracts valued at over $15 Million.
  • Federal Agency Experience: Explicit history of enforcing quality compliance on General Services Administration (GSA) projects, with strong familiarity with GSA PBS Core Building Standards.


Key Responsibilities

  • QA Oversight & Inspection: Formulate, implement, and manage the project-specific Quality Assurance Plan. Conduct regular, rigorous on-site inspections of ongoing work, materials, and equipment.
  • Technical Compliance Monitoring: Verify compliance across three major project vectors: high-performance building envelope repairs (including window/structural glazing), complex HVAC system overhauls (chillers, air handlers, controls), and heavy electrical/building automation updates.
  • Submittal & RFI Review: Audit and evaluate product data, shop drawings, samples, and Requests for Information (RFIs) alongside GSA personnel to ensure alignment with performance specifications.
  • Deficiency Tracking: Issue, log, and track Non-Conformance Reports (NCRs). Work directly with the Design-Build team to establish corrective action plans and verify the resolution of all physical defects before sign-off.
  • Documentation & Reporting: Prepare detailed daily, weekly, and monthly QA reports outlining inspection results, material testing data, and compliance milestones for the GSA Public Buildings Service (PBS).


Technical & Professional Skills

  • Deep technical knowledge of building materials, mechanical systems (MEP), and thermal/moisture protection testing protocols (e.g., ASTM standards for air/water infiltration).
  • Proficiency in construction tracking and document management software (e.g., Procore, Newforma, or standard GSA tracking systems).
  • Relevant certifications are highly preferred (e.g., USACE/NAVFAC Construction Quality Management for Contractors (CQM-C), ICC certifications, or AWS/ASNT credentials).
  • Ability to pass a federal background check/suitability clearance required for accessing GSA properties.
