Description

Overall Assignment Description:

Serving as a strategic financial expert, this principal analyst provides advanced, data- driven analytics to guide senior leadership decisions on portfolio-level investments and resource allocation. This role requires a mastery of federal financial policies and the ability to translate complex data into strategic business cases, acting as a trusted financial expert to senior agency leadership. Work at this level involves an extraordinary degree of specialized knowledge or expertise performing highly complex and ambiguous assignments that normally require integration and synthesis of a number of unrelated disciplines and disparate concepts.

Duties may include:

• Support internal NGA program build activities, analysis, events, and documentation packages as designated by government leaders. This includes, but is not limited to: Gathering, maintaining, reviewing, and analyzing program and budget data; and developing and promulgating corresponding responsibilities associated with NGA’s internal guidance packages as appropriate.

• Provide expertise pertaining to the development and publication of the IPBS/CBJB, IPBR/CJB, and President’s Budget exhibits. This includes all associated documentation, materials, and briefings.

• Support the development and preparation of corresponding KC budget Congressional testimony, briefing materials, and responses to questions for the record, request for information, and various inquiries.

• Support the development of various NGA briefing materials and responses to questions, request for information, and various inquiries from ODNI, OSD and OMB as appropriate, as it relates to corresponding KC.

• Provide support in preparation for and conduct program and budget reviews as well as preparation materials for leadership to attend meetings with ODNI, OSD, and OMB staff.

• Support, develop, and prepare various PowerPoint/white paper briefings and presentations related to Financial Management matters, programs, and activities for senior level leadership.

• Preparing and monitoring Supplement/Over guidance requirements.

• Preparing and monitoring performance measurements in accordance with NGA guidance.

• Support to NGA Program Mid-year and End-of-Year Execution Reviews, to include the creation of funding documents (MIPRs, AF9s, AF4009s, etc.) for execution throughout the year.

• Exercise a solid working knowledge and capability in the use of various spreadsheets, database, and Microsoft PowerPoint software (high intermediate or expert level capabilities preferred).

Requirements

Required:

• TS/SCI

• Industry leader with exceptional expertise relevant to field, compliant with GSA standards.

• Demonstrated experience as a Financial Management Budget Analyst within the DoW or IC.

• Advanced proficiency with relational databases and the Microsoft Office Suite, with expert- level skills in advanced Excel functions (e.g., macros, complex formulas, pivot tables).

• Demonstrated experience with the full DoW or IC PPBE process, including justifying and defending programs at the highest levels.

Desired:

• Master's degree in a business-related field such as Business, Finance, or Accounting.

• One of the following professional certifications: Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Defense Financial Manager (CDFM).

• Demonstrated experience working with modern data visualization and analytic tools such as Tableau, R, and Python

• Experience assisting with resource management oversight and budget execution.
