Position Title: Security Systems Specialist
Starting Rate: $21.00 per hour
Dauphin County Public Safety is currently accepting applications for the full-time position of Security Systems Specialist.
OVERALL OBJECTIVE OF THE JOB:
The position of Security Systems Specialist is a safety and security position requiring advanced education and/or experience and training. Security Systems Specialists are charged with the safety, security, and protection of the buildings, facilities and properties of Dauphin County and assist in maintaining Security Systems and the Control Room for the department to maintain secure facilities for visitors and staff.
An employee in this position serves conditionally during the probationary period and must complete and pass an agenda of formal and informal training, instruction, and practice.
ESSENTIAL FUNCTIONS OF THE JOB:
1. Assists Chief of Operations, or his designee, in coordinating with County IT department regarding the maintenance and updating of the CCTV, Card Access, Fire Monitoring systems and any and all other security systems and programs of DPS-OSS.
2. Provides base radio support to post and patrol officers
3. Provides Card Access reports upon request of the Director or Chief of Operations.
4. Provide CCTV media at the request of the Director or Chief of Operations.
5. Provides programing and supplying employees and other authorized individuals with Card Access identification card with proper clearances and access.
6. Provides programming and support with the Automatic Vehicle Location and In-Car Video systems support and technology.
7. Assists Chief of Operations with coordinating between Federal, State, and local agencies.
8. Assists Chief of Operations in maintaining compliance with state/local laws & regulations regarding safety and security.
9. Reviews logs, reports, and other documents necessary to Security Systems Support
10. Summons and assists emergency services as necessary and files incident reports.
11. Maintains and ensures all handheld metal detectors, walk through metal detectors, X-Ray scanners and Security Systems equipment, etc. is in working order.
12. Performs the training function regarding control room, security systems, radio, and base radio functions and operation.
13. Performs the essential job functions of a Public Safety Officer and supplements Public Safety Officers based on operational needs.
- Monitors buildings to ensure safety and security of building visitors and staff.
- Stands watches in accordance with post or detail requirements.
- Screens building visitors for weapons and prohibited items prior to entry using electronic devices and/or manually and secures visitors weapons and/or prohibited items as necessary or required.
- Observes behavior paying particular attention to suspicious persons, and signs or indications of a disturbance.
- Makes patrol rounds routinely both inside and outside of facilities and checks and responds to alarm systems.
- Identifies and reports all potential safety, structural and environmental hazards occurring on County property.
- Responds promptly to any requests for security services, intrusion alarms, fire alarms, etc.
- Summons and assists law enforcement and emergency services when necessary.
- Administers First Aid and CPR/AED to injured or distressed people on or around County buildings, facilities and properties.
- Quells disturbances and removes or assists in removing unruly visitors, employees or any people that need to leave the premises.
- Opens and locks or secures doors, gates and other barriers, moveable or secure, as necessary or required.
- Directs building visitors to appropriate buildings, departments and/or individuals.
- Maintains lost and found, reports lost items and secures found items.
- Maintains and completes required logs, reports and forms as necessary or required.
- Interacts with all County departments, public agencies and the public.
- Operates telephone, portable radio, metal detectors and other security related equipment.
- Monitors County buildings via CCTV, Card Access & Fire monitoring systems.
- Patrols and secures Dauphin County Parks as necessary or required.
- Provides security for County events.
- Required to work overtime and/or mandated hours in accordance with operational needs.

15. Required to work overtime and/or mandated hours in accordance with operational needs and on call 24/7 for departmental issues and emergencies regarding Security Systems Support systems and other functions of the position.

WORKING CONDITIONS:
1. Work indoors and outdoors in adequate or adverse lighting, temperatures and ventilation.
2. Work indoors and outdoors with average or adverse exposure to weather, noise, stress and disruptions.
3. Normal or adverse indoor and outdoor exposure to dust/dirt.
4. Subject to working mandatory shifts, on call, or as schedule warrants due to operational needs.
5. Potential exposure to blood borne pathogens or communicable diseases.
6. Works in conditions of potential outbursts of disruptive individuals.
PHYSICAL/MENTAL CONDITIONS/CRITICAL DEMANDS OF THE JOB:
1. Must be able to stand/walk frequently during the workday, with occasional sitting, twisting, bending, kneeling, stooping, and reaching as necessary in order to carry out essential job duties.
2. Must be able to infrequently resist force during a physical altercation with another person and apply force against another person.
3. Must be able to occasionally secure a person and/or apply restraints with or without resistance and with or without assistance.
4. Must be able to move frequently throughout the workday.
5. Must be able to occasionally lift items that weigh up to 50 lbs. from floor to waist and from waist to chest.
6. Must be able to occasionally alternate between walking, jogging, and running over uneven surfaces.
7. Must be able to occasionally sit for continuous periods of time as required.
8. Must be able to frequently ascend and descend a minimum of 20 steps at a time, throughout a shift.
9. Must be able to frequently bend and twist at the waist from either the left or right side while standing, squatting, kneeling or sitting.
10. Must be able to infrequently move quickly, starting and stopping suddenly, while jogging or running at full speed for 20 to 100 yards.
QUALIFICATIONS:
A. EDUCATION/TRAINING:
1. Graduation from high school or an accredited equivalency program.
2. Training or equivalent experience in computer science, functions, hardware, and software.
3. Training or equivalent experience in security, fire, and CCTV systems.
B. WORK EXPERIENCE:
1. 3 years of security or related field or a combination of experience and education/training.
2. May possess or acquire the following certifications: Act 235 Lethal Weapons (uncompensated).
KNOWLEDGE SKILLS AND ABILITES REQUIRED:
1. Must be able to speak and understand the English language to include spelling, usage, and grammar.

8. Must possess knowledge and ability in the use of security equipment to include firearms, EDWs, chemical agents, batons, other defensive equipment, and restraints.

11. Must possess ability to enforce rules and understanding of individual and group behavior and attitude of individuals under restraint.
12. Must possess the ability to follow oral and written instructions.
13. Must possess the ability to maintain relationships with peers, superiors, and subordinates.
14. Must be able to obtain and maintain all training, certifications, and clearances as required by the Department of Public Safety policy or operational needs.
15. Must be able to obtain and train staff in operations and radiation safety of x-ray machines per PA DEP standards.
16. Must possess knowledge of security systems including but not limited to CCTV, Fire, and Card Access
17. Must possess a valid Pennsylvania Driver’s License (OLN).
18. Must pass a favorable pre-employment & criminal background check.
