Purpose of Classification: 

The purpose of this classification is to conduct inspections of grease traps at food establishments for the Fats, Oils, and Grease (FOG) Program. Appears and testifies at court hearings concerning compliance issues, and assists in establishing the source of illegal, harmful and/or excessive waste discharges into the County’s sewer system and surface waters. 

This classification is safety sensitive, subject to random drug testing in accordance with the County’s Drug & Alcohol Policy. 

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs grease trap inspections, sizing, and condition assessments; oversees all grease trap installations; inspects all food service establishments to ensure they are in compliance with DeKalb County Water and Sewer Ordinances; opens and notes grease traps, sewer manholes, stormwater manholes, and oil water separators using a variety of tools and equipment; meets with business owners to issue warnings and court summons for violations; supervises the installation of all grease traps in DeKalb County; and assists in the writing of Water and Sewer Ordinances. 

Appears and testifies in court regarding water and sewer code compliance violations; issues warning notices and court summons for all code and ordinance violations as a sworn officer; and appears and testifies in court proceedings, and makes recommendations to judge on fines and penalties. 

Reviews plans and permitting, and serves as project manager; reviews all plans submitted to DeKalb County Planning to assess if they meet the definition of a food service establishment (FSE); ensures that all FSE projects in DeKalb County meet all FOG codes and ordinances; calculates the size and construction of all grease traps from architectural drawings; and calculates all fees associated with FOG review and annual permit. 

Traces sources of illegal, harmful, and excessive waste discharges into the County’s wastewater collection system; reviews sewer maps of the surrounding area identify all FSE’s that may be responsible for the excessive FOG buildup after the report of a sanitary sewer overflow; inspects each FSE’s grease trap and reviews all maintenance records; ensures all FSEs have proper grease traps in place; schedules follow-up inspections for compliance after all violations; and writes a detailed report to be submitted to the federal Environmental Protection Agency and to be used in court by the inspector. 

Updates and maintains Grease Information Management Database using advanced software; uses a specialized FOG database to track and maintain all FSE inspections and permit statuses; enters inspection information during the time of inspection; and generates a paper version of all inspections for backup purposes. 

Completes and maintains department inspection records and prepares weekly and monthly reports; generates a weekly report of all FSE’s to visit; and composes a final report at the end of the week detailing each inspection, violation, court summons, court verdicts, and other associated information. 

Conducts inspections and surveillance of fat, oil, and grease transporters and provides report to appropriate authorities; performs inspections of state-certified waste hauler trucks to ensure proper working order and fitness; and issues a certification recognized by the state, and completes surveillance of all state certified waste haulers reported or suspected of illegally dumping waste into DeKalb County’s wastewater collection system. 

Minimum Qualifications: 

Bachelor’s degree in Engineering, Chemistry, Biology or a closely related field; previous work experience involving water inspection, water construction or water laboratory work preferred; or an Associate degree in fields listed; two years experience in industrial or commercial waste inspections, water or wastewater sampling or treatment, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required: 

Must possess and maintain a valid Georgia driver’s license.
