Purpose of Classification: 

The purpose of this classification is to manage the day-to-day operations of the DeKalb County water production plant or wastewater treatment plant. Manages a large team of Plant Supervisors, Plant Maintenance Supervisors, Assistant Supervisors, and all levels of Operators within several different facilities. Operates in compliance with Local, County, State and federal guidelines. 

This classification is safety sensitive, subject to random drug testing in accordance with the County’s Drug & Alcohol Policy. 

Essential Functions: 

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. 

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures. 

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate. 

Manages and implements policies and procedures of DeKalb County in the direction and the operations of the plant personnel and facilities; coordinates the activities of the systems with the development of long-term expansion and reconstruction programs; and coordinates plans and programs in the areas of operations, maintenance, and engineering. 

Develops strategies, short-term and long-term goals and objectives to improve the efficiency and effectiveness of the water and wastewater operations; participates in the annual plant budgeting process and prepares standard reports as needed; and participates in project progress meetings to accomplish goals as needed. 

Communicates with senior manager, directors, supervisor, other departments, employees, customers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; and stays current on legal compliance and trends in the water/wastewater industry and recommends training for subordinates and self-study.

Minimum Qualifications: 

Bachelor’s degree in Chemistry, Biology, Engineering, Environmental Sciences or a closely related field; six years of water or wastewater operations experience to include four years of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. 

Specific License or Certification Required: 

Must possess and maintain a valid Georgia driver’s license; must possess and maintain a State of Georgia Class I  Wastewater Operator License.
