   The Chief Assessor is responsible for overseeing the accurate assessment of properties within the county for tax purposes. The ideal candidate will have a strong background in property assessment, leadership experience, and a commitment to maintaining fair and equitable tax assessments.  

Requirements

  •   Oversee the valuation and assessment of all real property in Northumberland County.
  •  Ensure compliance with state and local laws regarding property assessments.
  •  Supervise and manage assessment staff.
  •  Develop and implement assessment policies and procedures.
  •  Provide technical guidance on complex property tax matters. 
  •  Serve as the primary point of contact for property owners and other stakeholders regarding assessment inquiries. 
  • Performs related work as required.  

  Knowledge, Skills, & Abilities:

  •  Knowledge of the principles, practices, methods and techniques of real property appraisal.
  •  Knowledge of the State and County laws, regulations and policies governing real property appraisal.
  •  Knowledge of the types and methods of instruction used in industrial, commercial and residential property. 
  •  Skill in the evaluating of all types of real property for tax purposes.
  •  Ability to explain assessment and appraisal procedures and to deal with the public in a courteous and effective manner.
  •  Ability to assign and review the work of subordinate technical staff.
  •  Ability to express ideas effectively, both orally and in writing. 

  Education and Experience:

  •  CPE Certificate preferred
  •  Strong knowledge of property tax laws, assessment practices, and appraisal methods.
  •  Experience in a supervisory role or leadership capacity is preferred.
  •  Excellent communication and organizational skills.
  •  Ability to work independently and as part of a team.
  •  Strong problem-solving skills and attention to detail.
