Description of Work

The Black Mountain Neuro-Medical Treatment Center in Black Mountain, NC, is currently accepting applications for a Health Care Technician II (Lead). This position is located on unit Rasberry 1 (R1) on Day Shift (1st).

Recruitment Range: $31,235.00 - $46,852.00


*A Sign-On Bonus of $2,500.00 may be offered to the successful applicant(s) of this posting, contingent on the 2025-2026 Budget Approval.

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.  The Knowledge, Skills, and Abilities (KSAs)/Management Preferences are not required.

Applicants who possess the following skills are preferred:

  • scheduling staff and ensuring proper coverage of the residential unit
  • formulating daily staff assignments in collaboration with the Nursing Unit Manager
  • providing on-the-job training and mentoring to HCT I's and providing information related to the operation of the unit and the care of the residents to groups of staff
  • coordinating HCT I staff within the unit to assist with medical appointments, off-campus activities, leisure activities and to provide back-up support to other units as needed
  • assisting nursing staff as needed and performing other duties as assigned

This position is designated as mandatory and must report or stay over during adverse weather events and/or other emergencies.

Flexibility is required for training/education purposes and to meet the needs of the facility.

Shift Premiums for 8-Hour Shifts:
Day: 5% weekend shift premium
Evening: 20% shift premium plus an additional 5% weekend shift premium
Night: 20% shift premium plus an additional 5% weekend shift premium

Shift Premiums for 12-Hour Shifts:
Day (7:00 am - 7:30 pm): 5% weekend shift premium
Evening/Night (7:00 pm - 7:30 am): 20% shift premium plus an additional 5% weekend shift premium

*ELIGIBILITY FOR SIGN-ON BONUS

To qualify for the Sign-On Bonus, a newly hired permanent full-time or permanent part-time employee must work 30 to 40 hours per week to be eligible.  Those who are eligible and working less than 40 hours a week will receive a pro-rated rate.


An employee is not eligible for a Sign-On Bonus if:

  • The employee has held a position in the North Carolina State government, including the judicial system, or the University of North Carolina system, within the last 12 months (the employee shall remain ineligible for 12 months from the separation date).
  • The employee has previously received a Sign-On Bonus from any State agency.
  • DHHS has paid any contract placement or recruitment fees.

All Sign-On Bonuses are contingent upon budget and final eligibility determination as of the effective date of hire.

ABOUT BLACK MOUNTAIN NEURO-MEDICAL TREATMENT CENTER

Black Mountain Neuro-Medical Treatment Center is one of three state operated facilities serving adults with chronic and complex medical conditions that co-exist with neurodevelopmental or neurocognitive disorders often related to a diagnosis of severe and persistent mental illness or intellectual disability.  The health and physical status of these residents require 24-hour supervision, daily nursing care, and assistance with activities of daily living.
