Job Overview

Researches and analyzes information to write reports supporting the development, evaluation, monitoring and implementation of comprehensive studies, plans, programs, and land development regulations.

Ideal Candidate

Knowledge of: 

•              HUD / State & Local funded programs related to Housing & Community Development, Underwriting & Environmental Process. 

•              Housing /Public Services / Homelessness

Ability to: 

•              Respond to Comprehensive Plan Amendments submitted by the MPO / TPO

•              Interpret, explain and ensure compliance with the regulatory guidance of applicable federal, state, and/or local programs.

•              Identify challenges and provide workable solutions; analyze and decipher data; and work respectively with multiple internal and external partners is highly desired. 

•              Have considerable initiative and independent judgement to ensure activities are completed in accordance with plan and/or grant requirements.

•              Collect and analyze data; prepare reports involving resource allocation / services delivered and compliance for the County’s annual CAPER submittal to HUD.

•              Obtain needs assessment data and develop comprehensive program planning for the County’s Annual Action Plan

•              Assist in the presentation of recommendations regarding plans and other proposals to various departments relating to Housing & Community Development. 

•              Attend and participate in meetings and planning committees. 

Skills Set:

•              Have current working experience with a minimum of 3-5 (recent) years’ experience working in HUD funding. 

•              HUD Certification for one (1) or more funding sources (HOME / CDBG /ESG).

•              IDIS User Training (Preferred)

•              Current work experience in: Environmental Review Process / Section 3 / Davis Bacon / Continuum of Care

•              American Institute of Certified Planners (AICP) Preferred

•              Experienced in Creating Maps w/software provided. 

•              Demonstrated Intermediate level in Excel (Spreadsheets / Pivot Tables, etc.)

•              Prepare and deliver written and oral reports

•              Working experience with Brownfield projects

Tier 3

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Manages the collection, analysis, and presentation of facts and trends for use in evaluating land development proposals and community growth and development plans, studies, and reports for within respective team such as LUHO Hearings, Comprehensive Plan Amendments, Site Engineering, or Architectural Review.
  • Manages the extraction of information to be used in studies and reports relating to land use, economic base, transportation systems, utility systems, community facilities, population, housing and neighborhood plans and programs.
  • Manages the writing and interpretation of zoning, subdivision and other land development regulations.
  • Manages the writing of future land use, transportation, community facility plans, and other comprehensive plans.
  • Manages the analysis and presentation of data for use in the development of capital improvement plans and programs.
  • Represents the organization at meetings with elected and appointed officials and interdepartmental and intergovernmental meetings.
  • Create maps outlining Districts and community data.
  • Performs other related duties as required.

Physical Requirements

  • This position typically takes place in an office environment.
  • Requires sitting for an extended period of time.

Work Category

Minimum Qualifications Required

  • Master’s Degree; AND
  • Three years of experience directly related to the position duties; two years of which were in a project management lead worker/team leader capacity; OR
  • An equivalent combination of education (Not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies.

Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

Career Progression

Employees in this classification that acquire the competencies and minimum qualifications for the next tier will be able to apply for promotional opportunities through a competitive selection process. Employees will not automatically be upgraded to the next tier. Reclassifying a position is based on business need and financial impact and is not based solely on the job competencies or qualifications of the incumbent.
