Responsibilities:

  • Designs and implements assessment frameworks (quantitative and qualitative) using measurable indicators (MOEs/MOPs) to evaluate operational effectiveness of Sensitive Activities, Operations in the Information Environment (OIE), and Irregular Warfare

  • Applies operations research methodologies, statistical modeling, and/or data science techniques to analyze complex systems and impacts of OAIs

  • Conducts quantitative and qualitative analysis of operational data, intelligence reporting, and social media signals to identify patterns, trends, and behavioral changes

  • Analyzes intelligence data, including Activity-Based Intelligence (ABI), SIGINT, ELINT, GEOINT, IMINT, TECHINT, OSINT, and HUMINT, to support operational planning and discovery/confirmation of indicators in support of assessments.

  • Translates complex operational analysis and assessments into structured reporting with clear visualizations, concise written reports and/or executive-level briefings for government decision makers

  • Defines data/information/intelligence requirements, collection methods, and quality control processes to maintain analytic rigor and longitudinal integrity

  • Synchronizes assessment activities across joint staff, service components, interagency, IC, and other external stakeholders

  • Analyzes and assesses adversary intentions, capabilities, operational gaps, and OAI and conducts network, conduit, and precision target analysis to identify operational pathways and opportunities in support of operational planning.

  • As required, facilitates planning teams and/or working groups, coordinates tasks, monitors progress and provides formal inputs (written and oral) in support of Sensitive Activities, OIE, and IW assessments.

  • Integrates and/or leverages AI/ML enabled capabilities and data analytics to enhance and accelerate analysis and assessmentDocuments methodologies, assumptions, limitations, and lessons learned to preserve institutional knowledge and ensure analytic transparency

Qualifications:

Required

  • Active TS//SCI clearance with ability to pass CI Poly

  • MA/MS in a relevant field (e.g. Operations Research, Applied Mathematics, Statistics, or other related field)

  • 3 years experience supporting military operational planning and/or assessments (5 years with BA/BS) for OIE, IW, Sensitive Activities, or compartmented activities (e.g. STO, SAP, or ACCM)

  • Demonstrated experience briefing or delivering written concepts to executive/senior-level (GO/FO/SES) decision makers 

  • Demonstrated experience designing, administering and/or evaluating research instruments and activities in support of military operations

  • Demonstrated experience integrating data analytic tools, to include AI/ML enabled tools, in support of assessments and research

Desired

  • PhD in relevant field

  • Demonstrated expertise applying operations research, systems and data analysis to military evaluations and assessments for OIE, IW, and Sensitive Activities

  • 5 years experience supporting military operational assessments and research at the CCMD, Service Component Command, Joint Task Force or similar level

  • Experience working in a J3X, J2X, STO/SAP planning cell, TSOC, SMU, Joint Targeting cell or similar organization

  • Experience with military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications.
