We are seeking Operations & Policy Analyst 3 to join our team in the Office of Safety, Oversight, and Quality Unit (SOQ).  If you like working to provide assistance to managers in this area, then this might be the position for you!

The mission of the Safety, Oversight and Quality Unit (SOQ) is to provide for the safety of aging adults and adults with disabilities served by the Oregon Department of Human Services and the affected citizens through the consistent, efficient, and effective oversight of those who provide services to clients across the continuum of care. 

The Safety, Oversight and Quality Unit is responsible for the statewide licensing, regulatory and corrective action functions for Adults and People with Disabilities (APD) including current adult foster homes, Assisted Living Facilities, Residential Care Facilities and nursing homes for aging adults and adults with disabilities. The target populations are all citizens of Oregon who reside in SOQ regulated care settings, such as Nursing Facilities, Community-Based Assisted Living and Residential Care facilities, and Adult Foster Homes. 

Summary of Duties

This Operations and Policy Analyst works independently to provide leadership, direction and consultative advice to the Community-Based Care program (CBC) to develop program information concerning licensing and survey procedures. With the passage of SB 739 in 2025, the CBC team is charged with developing and making available summary explanations of the licensing and survey process for facilities, summary information needs to be prepared and amended as CBC program rules, policies and procedures are amended.

This OPA will be responsible for the development and writing of complex policies, rules, and legislative concepts. 

This OPA3 position evaluates program operations and services and conducts quality assurance to oversee compliance with regulations and program goals. Provides statewide policy contact and resource for local offices and licensed facilities concerning the licensing and survey processes and requirements. Provides complex regulation/rule interpretation and technical assistance to agency and local office staff, surveyors, providers, partners and the public. Responsible for rule development.

Works with the Department's Contracts and Procurement Unit. The OPA performs the review and analysis of licensing activities. Participates in training to DHS/APD/AAA staff, providers and partners regarding facility services; state and federal rules, policies and procedures and Titles XVIII and XIX of the Social Security Act.  

Minimum Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and 4 years professional-level evaluative, analytical and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Experience working with individuals from diverse backgrounds, and with varying educational levels and professional to promote compliance with regulations and standards.

  • Experience in Aging and People with Disabilities.

Working Conditions

  • Occasionally required to travel distances and overnight for variable lengths of time. May be required to travel in times of poor road conditions and inclement weather. 

  • This position will need to be able to come into the office here in Tigard to attend meetings and trainings.

  • Must be flexible in working hours. Could be after normal business hours.

  • This position is a hybrid opportunity.
