The Scientist and Engineer labor category is comprised of Analysts, Engineers, and Scientists with knowledge and skills to apply a variety of analytical techniques to formulate and solve problems; plan for future technologies; conduct research and development; and define requirements for systems. Specific knowledge and expertise may be required in specialized engineering fields as detailed in Section 3 of the Performance Work Statement (PWS).

Job Title: Senior Technical Program Management Lead

Location: Holloman AFB – Alamogordo, NM

Canvas is seeking a qualified individual to provide advisory and assistance services to the Air Force in support of project/program management and coordination efforts associated with investment programs  within AEDC/PMD at Holloman AFB, NM. The candidate will provide a wide range of services including leading, teaching, and mentoring the group of PMs within PMD. The candidate will define and exhibit the standard for PM work within PMD at Holloman AFB.

Duties:

Project Manager Development

  • Understanding and promote the guidelines and processes spelled out in the CTEIP and TIPP Program Execution Guides

  • Mentor and lead younger Project Managers

  • Ensure all PMs within the portfolio are equipped to succeed

  • Understanding, at a high

Understanding of All Projects Within the Holloman Portfolio              

  • Become familiar, at a high level, with all major PMD projects at Holloman AFB

  • Be an advocate for other PMs to ensure the have resources to Succeed

  • Be able to brief AF/DOW management on the status of all projects within the portfolio

Leadership & Decision Support              

  • Distill complex programmatic data from the planning process into clear, digestible information to support leadership decision-making.

  • Support interviews and recruitment of other personnel associated with the PMD mission at Holloman AFB

  • Equip the customer with all information needed to make difficult decisions

Project Management Functions

  • Developing project requirements and acquisition strategies,

  • Developing project schedules,

  • Developing project budgets and funding requests

  • Forecasting obligation and expenditure rates,

  • Tracking actual obligation and expenditure rates,

  • Identifying and tracking project risks and mitigations, Identifying and tracking project issues and resolutions

  • Tracking contract documents through the respective financial databases

  • Assist with stakeholder identification and documentation

  • Participate in and document team meetings with project team

  • Assist with requirements generation, deliverables identification, market research, acquisition strategies and communication with contracting teams

  • Assist with the generation and evaluation of project tasks, schedules and resources

  • Developing project requirements and acquisition strategies

Requirements:

Minimum Education:

·       SE4- Master’s Degree in Business in Related Field OR substitution as described below

Minimum Experience:

·       SE4- 10+ years of experience

Minimum Experience:

Master’s degree in business administration or related field.

Substitutions:

A Bachelor’s degree can be substituted for with 6 years of relevant experience OR an Associate’s degree and 4 years of relevant experience.

A Master’s can be substituted with 12 years of relevant experience or a Bachelor’s and 8 years of relevant experience.

Security Clearance:

Ability to obtain Secret clearance required for job. May begin work with an interim clearance.

Other Essential Job Functions:

  • Demonstrated experience in program management or portfolio analysis within a technical or RDT&E environment.

  • Strong analytical skills with a proven ability to translate complex financial and programmatic data into clear recommendations for senior leaders.

  • Ability to facilitate multi-functional teams and collaborate effectively to gather and synthesize information.

  • Experience with the early phases of the acquisition lifecycle, including requirements definition and the development of supporting documentation for project initiation.

  • Expert knowledge of DoD systems, Air Force Instructions, and test operations.

  • Highly Organized Basic Computer Skills

  • Microsoft Office (Word, Excel, PowerPoint) experience

  • 5-10% travel may be required
