Job DetailsJob Location: Tomball, TX 77375Position Type: Full TimeGENERAL SUMMARY   The Project Manager supports the Executive Director and Assistant Director in the planning, coordination, implementation, and management of economic development programs and projects for the Tomball Economic Development Corporation (TEDC). This position performs advanced professional work involving significant discretion, judgment, and confidentiality. The Project Manager oversees multiple concurrent initiatives, manages consultants and project partners, prepares recommendations for leadership and the Board, and represents TEDC in mid-level interactions with businesses, developers, public agencies, and elected officials.   SUPERVISION RECEIVED AND EXERCISED   Receives general supervision from the Executive Director and Assistant Director. May provide functional or project-based direction to consultants, interns, or support staff.   ESSENTIAL FUNCTIONS:  Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge and skills. Essential duties and responsibilities may include, but are not limited to, the following:   Serve as project manager for assigned economic development initiatives including the Business Improvement Grant Program, the Old Town Façade Improvement Grant Program and the New Business Rental Incentive Program, and oversee special projects, as assigned. Facilitate Business Retention and Expansion Committee meetings. Provide strategic project support to the Executive Director, including project status reporting, risk identification, schedule, and budget tracking, and recommendations to support informed decision-making. Manage MuniCode functions for TEDC Board Meetings including agenda preparation, agenda creation, publishing, and all necessary legal notices. Prepare and manage all MuniCode uploads and deadlines for TEDC items for Tomball City Council meetings. Help develop and manage programs and initiatives to attract, retain, and expand a diversified mix of businesses and public/private partnerships that enhance the City of Tomball’s business atmosphere, tax base, and livability. Lead and manage complex economic development projects from initiation through completion, ensuring alignment with organizational strategic goals, schedules, budgets, and performance expectations. Collect data and information to respond to Requests for Information (RFI’s) and Requests for Proposals (RFP’s) from local and state agencies. Oversee consultant and professional services contracts, including procurement support, scope development, contract administration, performance monitoring, and coordination of deliverables to support the Executive Director in project execution. Assist with developer outreach and engagement, including meeting coordination, follow-up, and preparation of project information. Respond to and resolve sensitive inquiries and complaints from both internal and external sources. Conduct research and data analysis to identify trends, support business recruitment and track market conditions. Conduct research to assist with site selection for use in reports, presentations, etc. Coordinate with City departments, regional partners, consultants, brokers, and developers. Prepare formal correspondence, informational reports, presentations, agenda materials, and briefing documents. Assist with business recruitment, incentive analysis, site visits, and presentations. Assist with marketing, outreach, and representation at meetings and events. Assist with preparing annual budgets, annual reporting, and Board support. Attend staff, board, and committee meetings. Perform other related duties as assigned.   Salary:             Salary Range: $90,000-$115,000 **Salary is dependent on experience and qualifications** QualificationsJOB REQUIREMENTS: STATUS: FULL-TIME/ EXEMPT COMPENSATION TYPE:  SALARY ​​​​​​​ Education:     Bachelor’s Degree (Related Field) required Experience:    Five to seven years related work experience is required Licensing:       Driver's License required                   KNOWLEDGE AND SKILLS: Principles and practices of project management, planning, and implementation. Economic development programs, incentives, and business development processes. Basic principles of commercial real estate development and site development. Municipal government procedures, policies, and regulatory processes affecting development projects. Budget preparation, financial tracking, and cost management for projects and initiatives. Contract administration and consultant/vendor management practices. Public procurement procedures and compliance requirements. Principles of data analysis, reporting, and performance measurement for project outcomes. Strategic planning and program implementation within a public or nonprofit organization. Modern office technology, including project management software and Microsoft Office applications. Methods of research, report preparation, and professional correspondence. Applicable laws, policies, and regulations governing economic development programs and agreements.   Skills: Strong project planning, organization, and time management skills with the ability to manage multiple projects, deadlines, and priorities. Effective verbal and written communication skills, including the ability to prepare reports, correspondence, and presentations. Ability to establish and maintain effective working relationships with co-workers, consultants, businesses, public officials, and community stakeholders. Ability to provide professional customer service and interact tactfully and courteously with the public. Ability to maintain sensitive and confidential information while exercising sound judgment and professionalism. Ability to develop and maintain organized records, documentation, and project tracking systems while following established procedures and instructions.
