BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.

Position Overview

The Program Manager (PM) provides overall leadership, management, and oversight for  personnel supporting the U.S. Citizenship and Immigration Services (USCIS), Office of Security and Integrity (OSI), Personnel Security Division (PSD). The Program Manager serves as the primary liaison between the Contractor and the Government, ensuring all contract requirements are performed in accordance with the Performance Work Statement (PWS), while maintaining the highest standards of quality, compliance, and customer service.

The Program Manager is directly responsible for the successful execution of the contract and provides leadership to all contractor personnel supporting multiple CONUS locations. This individual ensures contractual obligations, performance metrics, staffing requirements, and quality standards are consistently achieved while serving as the primary point of contact with the Contracting Officer's Representative (COR).

Key Responsibilities

  • Serve as the primary point of contact between the Contractor and the Government (COR) regarding contract performance, staffing, and operational matters.
  • Provide overall program leadership, management, and supervisory oversight of all contractor personnel supporting the Personnel Security Division.
  • Plan, organize, direct, coordinate, and control all program activities to ensure successful contract execution.
  • Ensure all work is performed in accordance with the Performance Work Statement (PWS), contract requirements, and Government policies and procedures.
  • Manage day-to-day contract operations while ensuring quality standards, performance metrics, and service level expectations are consistently met.
  • Supervise contractor staff supporting multiple CONUS locations and ensure effective communication across geographically dispersed teams.
  • Monitor staffing levels, employee performance, and contract deliverables to ensure mission success.
  • Coordinate with Government stakeholders to resolve operational issues and implement corrective actions when necessary.
  • Prepare and deliver program status reports, staffing reports, performance metrics, and other contract deliverables as required.
  • Ensure compliance with all federal security, personnel, and contract requirements.
  • Identify program risks and implement mitigation strategies to maintain uninterrupted contract performance.
  • Foster a collaborative working relationship between contractor personnel and Government leadership.
  • Ensure supervisory responsibilities do not interfere with the successful performance of contractual requirements.

Required Qualifications

  • Bachelor's Degree in Program or Project Management, Business Administration, Public Administration, Information Systems, Engineering, Finance/Accounting, or a related discipline.
  • OR Project Management Professional (PMP) certification issued by the Project Management Institute (PMI) may substitute for the educational requirement.
  • Minimum of three (3) years of management experience within the last ten (10) years.
  • Experience supervising 25 or more employees supporting a federal project or contract.
  • Experience managing operations across multiple CONUS locations.
  • Demonstrated experience planning, organizing, directing, supervising, and controlling program functions.
  • Proven ability to manage contract performance, staffing, quality assurance, and customer satisfaction.
  • Excellent written and verbal communication skills.
  • Strong organizational, leadership, and problem-solving abilities.
  • Experience serving as the primary liaison between contractor personnel and Government customers.

Preferred Qualifications

  • Experience supporting USCIS, DHS, or other Federal civilian agencies.
  • Experience managing personnel security, background investigations, adjudication, or security operations contracts.
  • Knowledge of federal contract management principles, performance metrics, and quality assurance processes.
  • Experience developing program reports, performance dashboards, staffing plans, and risk mitigation strategies.
  • Familiarity with federal acquisition regulations (FAR) and Government contract administration.
